The Delhi High Court on Wednesday ordered to meet the needs of Asha Kiran Shelter without delay. The court expressed disappointment in the whole matter and directed the Secretary of the Social Welfare Department to give priority to the action.

Recently, a case of death of 14 people in a shelter home in a month was reported. This included 8 women and 6 men. Asha Kiran Shelter Home is the only institution of Delhi Government where mentally challenged people are taken care of.

Instructions to file new state report by August 12

The case was heard by a bench of Delhi High Court’s Acting Chief Justice Manmohan and Justice Tushar Rao. The bench said that financial constraints should not become a hindrance in the midst of important issues. Do not feel helpless while taking action effectively.

The court directed to appoint necessary resources and staff to deal with the emergency situation. Also, asked to file a new status report in the case by August 12. At the same time, the Social Welfare Secretary told the court that he will personally look into the matter.

According to news agency ANI, a total of 25 deaths have occurred in the shelter home since February 2024. Of these, 14 deaths occurred only in July 2024. In the report given by the shelter home to the Delhi government, it was said that the deaths were due to diarrhea and unconsciousness.

After the matter came to light, Delhi government minister Atishi held a press conference and presented the government’s side.

More patients admitted in shelter home than capacity
National Commission for Women chairperson Rekha Sharma had alleged that the capacity of Asha Kiran Shelter Home is 250, while 450 people are admitted there. They are not getting proper food, water and treatment. Atishi should be held responsible for providing dirty water to the patients.

According to a TOI report, this shelter home built in 1989 has the capacity to admit 500 people, but 1000 people are admitted here. There are only 6 doctors and 17 nurses here for their treatment. The shelter home has 10 dormitories each for men and women.

BJP Mahila Morcha vice president said- children do not get food
In this case, BJP Mahila Morcha’s National Vice President Rekha Gupta says that deaths are happening continuously in the shelter home. 27 people have died in 2024. 17 people have died in July alone. She said that the administration is not telling the reason. We do not know what is in the SDM investigation, all the officers are sitting with the gates closed. No one is allowed to go inside.

Rekha alleged that the children here are getting dirty water, they do not get food, they do not get treatment. This should be investigated and action should be taken against those who are involved in this.

Different claims regarding the number of dead
There are different claims about the number of deaths. According to a report by India Today, 27 children have died in the shelter home since January. The deaths in the shelter home have been revealed in an investigation by the Sub Divisional Magistrate.

However, the Delhi government has said that there have been 14 deaths in the shelter home since January. The real cause of the deaths is not yet known. According to media reports, the people who died had similar symptoms of diarrhea and vomiting.

According to the data of Asha Kiran Medical Care Center, 2-3 deaths are occurring every month since January 2024, but this figure increased rapidly in July.

The post of head of the department monitoring the shelter home is vacant
Asha Kiran Shelter Home comes under the Social Welfare Department of the Delhi Government. AAP MLA Raj Kumar Anand was the Social Welfare Minister. However, the post of the head of this department is vacant since his resignation from the ministerial post and AAP on April 10.

Delhi Chief Minister Arvind Kejriwal, who is lodged in Tihar Jail, has not assigned the responsibility of the department to any minister. In 2015, CAG had also raised questions on the functioning of the shelter home in its report. According to the report, 148 deaths had occurred between 2009 and 2014. At the same time, Delhi Women’s Commission had expressed concern over the facilities here in 2017.
