Assam government has tightened the rules of Aadhaar card to prevent illegal infiltration. Now people above 18 years of age will not get a new Aadhar card in the state. The government says that its purpose is to prevent illegal Bangladeshis from obtaining Aadhaar cards.
This decision was taken in the cabinet meeting held on Saturday under the chairmanship of Chief Minister Himanta Biswa Sarma. CM Sarma said that any person above 18 years of age will have to take special approval to get Aadhaar card. The District Commissioner will send the proposal, after which the state government will check the eligibility.
At present, tea garden community, ST, SC and disabled people will be exempted from this rule till April 1, 2027. People belonging to these categories who do not have Aadhaar will be issued Aadhaar. After this, even people above 18 years of age of these categories will not get a new Aadhar card.
Those under 18 years of age will continue to get cards
Whereas Aadhaar cards will continue to be issued to children and adolescents below 18 years of age as before. The Chief Minister said that the government was already preparing to tighten the process of issuing Aadhaar, so that illegal infiltration could be stopped.
Other decisions of Assam Cabinet
- The framework of the new rural employment law has been approved. This system will come into effect from July 1. A budget of Rs 2000 crore has been kept for this scheme. Under this, people in rural areas will get 125 days wage based employment. The government will also emphasize on creation of permanent and useful assets in villages along with employment.
- Approval has also been given to create Guwahati Satellite Cities Development Authority (GSCDA) for the development of Guwahati and surrounding areas. This organization will work on planning, funding and development of new satellite cities. It will work under the Guwahati Metropolitan Development Authority.
- Now Cabinet approval will be necessary before sending All India Services officers including IAS on deputation. The budget session of Assam Assembly will begin from July 1. The state budget is likely to be presented on July 6.
October 2024: Law giving citizenship to immigrants becomes valid in Assam
In October, the Supreme Court had upheld the validity of Section 6A of the Citizenship Act. Section 6A of the Citizenship Act was added during the Assam Accord in 1985. Under this law, Bangladeshi immigrants who came to Assam between January 1, 1966 and March 25, 1971 can register themselves as Indian citizens.
However, foreigners coming to Assam after March 25, 1971 are not eligible for Indian citizenship. The Constitution Bench of 5 judges headed by CJI DY Chandrachud had given the verdict on this. Four judges including Chief Justice DY Chandrachud have agreed to the decision. Justice JB Pardiwala disagreed.
Section 6A of the Citizenship Act 1955 allows foreign immigrants of Indian origin to obtain Indian citizenship. Who came to Assam after January 1, 1966 but before March 25, 1971. This provision was inserted after the Assam Accord in 1985, which was an agreement between the Government of India and the leaders of the Assam movement.
These leaders were protesting against the removal of illegal immigrants entering Assam from Bangladesh. When the Bangladesh Liberation War ended, some indigenous groups in Assam challenged this provision, arguing that it legalized illegal infiltration of foreign immigrants from Bangladesh.
