A rocket scientist. The architect of Aadhaar. An IIT director. At first glance, they seem like unlikely choices to overhaul India’s examination system. But the seven-member task force announced by Prime Minister Narendra Modi signals a fundamental shift in the government’s thinking.

Rather than treating paper leaks as isolated scandals, the government is betting that technology, secure digital infrastructure and mission-critical expertise are essential to fixing India’s broken examination ecosystem.

The composition of the panel itself offers a clue to the government’s diagnosis of the crisis. After years of paper leaks, technical failures, logistics breakdowns and allegations of malpractice surrounding competitive examinations, the problem is no longer being treated merely as an education issue.

Instead, it is being viewed as a systems challenge requiring expertise in technology, security, logistics, governance and operational reliability.

Rather than fixing one flaw, the panel has been designed to address multiple vulnerabilities simultaneously.

A TECH ARCHITECT FOR A TRUST DEFICIT

Nandan Nilekani’s appointment sends perhaps the clearest signal.

As the architect behind Aadhaar, one of the world’s largest digital identity platforms, Nilekani has spent years solving problems of authentication, scalability, data integrity and digital trust across a billion-plus users. Those are precisely the qualities that a modern examination ecosystem increasingly requires.

But Aadhaar is only part of the story. From leading the Unique Identification Authority of India (UIDAI) to helping shape India’s digital public infrastructure ecosystem, Nilekani has consistently worked on building secure, interoperable platforms that function at a national scale. That experience makes him a natural choice to rethink how millions of candidates can be authenticated, examinations conducted securely and results delivered transparently.

His inclusion suggests the government wants to move beyond reactive measures like tighter policing and towards redesigning the architecture of examinations themselves.

A ROCKET SCIENTIST FOR MISSION RELIABILITY

If Nilekani represents digital infrastructure, former ISRO chairman S Somanath represents operational precision.

Space missions tolerate virtually no room for error. Launches involve thousands of interconnected systems where a single weak link can jeopardise years of preparation.

Somanath’s expertise extends well beyond rockets. During his tenure at ISRO, he oversaw some of India’s most complex technology programmes involving precision planning, risk assessment and seamless coordination across multiple teams and agencies. Those are the same qualities required to conduct nationwide examinations involving millions of candidates, thousands of centres and tightly synchronised logistics.

The inclusion of a former space agency chief indicates that the government wants to borrow lessons from organisations that routinely execute large, complex national missions with exceptionally high reliability.

The message is subtle but unmistakable: exam administration is now being viewed as an engineering problem, not merely an administrative exercise.

AN IIT DIRECTOR TO REDESIGN ASSESSMENT ITSELF

Technology alone cannot restore confidence if the examination model remains vulnerable.

That explains the inclusion of IIT Madras Director V Kamakoti, a computer scientist whose work spans computer architecture, artificial intelligence and cybersecurity. Unlike technology leaders focused primarily on digital infrastructure, Kamakoti brings decades of experience in engineering education, academic administration and secure computing.

His role is expected to extend beyond making examinations leak-proof to fundamentally rethinking how assessments are designed, delivered and evaluated.

Kamakoti has already played a role in addressing examination technology challenges. Earlier this year, the Union Education Ministry tasked IIT Madras experts with analysing glitches in CBSE’s On-Screen Marking (OSM) portal and recommending measures to make the system more robust.

Kamakoti himself has already offered clues about the direction of the reforms. He has argued that technology should not merely prevent paper leaks but also make the examination process more transparent.

“If a student secures 90 marks, then NTA must say how this was calculated. This is where technology is needed,” he said, arguing that students deserve greater transparency in evaluation and result processing.

He has also stressed that technology cannot succeed without accountability. According to Kamakoti, every stakeholder, from question paper setters and examination administrators to evaluators and result processors, must have clearly defined responsibilities so that the entire ecosystem becomes traceable, accountable and resistant to failure.

His inclusion therefore signals that the task force is likely to focus not just on securing examinations but on redesigning them around two principles: transparency for students and accountability for institutions.

SECURITY EXPERTS TO STAY AHEAD OF CHEATING NETWORKS

Modern examination fraud rarely resembles the old model of handwritten cheating slips.

Paper leaks today often involve organised networks, encrypted communication channels, impersonation rackets and sophisticated methods that operate across states.

That explains the inclusion of Intelligence Bureau Director Tapan Deka, one of India’s most experienced intelligence officers. His presence indicates that the government no longer views paper leaks merely as isolated acts of cheating, but as organised security challenges requiring intelligence gathering, threat assessment and preventive action.

By bringing an intelligence professional onto the panel, the Centre appears to be acknowledging that restoring trust in examinations will require stronger surveillance of organised cheating syndicates alongside technological safeguards.

EDUCATION EXPERTS TO FIX THE SYSTEM FROM WITHIN

Technology can strengthen examinations, but it cannot replace sound educational governance.

Former Education Secretary Anita Karwal brings decades of experience in school education, examination administration and policy implementation. Having overseen major reforms in the education sector, she is expected to help ensure that technological recommendations fit within India’s broader education framework.

Her presence also reflects the government’s recognition that reforms must work for students, schools, examination bodies and universities alike, not just technology providers.

A LOGISTICS SPECIALIST FOR A NATIONWIDE OPERATION

Conducting a nationwide examination is one of India’s largest logistical exercises.

Question papers have to be transported securely, examination centres coordinated across states, personnel deployed, materials delivered and contingency plans activated, often for millions of candidates on the same day.

That explains the inclusion of Amrit Lal Meena, a senior bureaucrat known for handling large-scale infrastructure and administrative assignments.

His expertise is expected to help improve coordination, execution and operational efficiency across the examination ecosystem, reducing the chances of failures caused by weak planning rather than technology.

READING THE GOVERNMENT’S DIAGNOSIS

The composition of the task force reads almost like a blueprint of what the government believes went wrong with India’s examination system.

Rather than relying solely on education administrators, it has brought together experts from technology, science, security, education and public administration, each seemingly chosen to address a different vulnerability.

The announcement of the examination reform task force also comes amid a leadership change in the Ministry of Education. Following the resignation of Union Education Minister Dharmendra Pradhan, the government appointed a new Education Minister to oversee the implementation of the proposed reforms. The change in leadership reflects the Centre’s effort to restore public confidence and strengthen India’s examination system through structural and technological reforms.

MORE THAN FIXING NTA

The panel’s mandate goes beyond preventing paper leaks. It aims to recommend technological, structural and institutional reforms across India’s examination ecosystem to rebuild public trust.

Its recommendations will cover every stage of the examination process, from question paper creation and secure distribution to candidate authentication, evaluation, results and accountability.

The success of these reforms will depend on implementation. But by bringing together experts from technology, science, security, education and administration, the government has signalled that restoring trust in India’s exams requires building a stronger, more reliable system, not just conducting better tests.
