The newly formed UDF government in Kerala has unveiled a series of women and child-friendly measures, including a proposal to grant up to three days of monthly menstrual leave for schoolgirls, as part of its broader social welfare agenda. The initiatives were outlined in the policy address of the V D Satheesan-led government, delivered by Governor Rajendra Vishwanath Arlekar in the State Assembly on Friday.
Highlighting the focus on girl students, the Governor said the government’s commitment is reflected in Project “Menstrual Dignity”, under which educational institutions and public spaces will be made more friendly and accessible for girls and women. As part of this project, the government plans to introduce up to three days of monthly menstrual leave for school students, along with weekend catch-up classes to ensure they do not fall behind in their studies.
In a significant move to support working parents, the government has proposed to implement Child Care Rules under the Maternity Benefit Act, 1961. These rules will ensure that all public offices, industrial establishments, IT parks and other workplaces with more than 50 employees operate safe, high-quality daycare centres and creches.
The Governor also announced that under the Destitute and Orphan-Free Kerala Initiative, the government will promote adoption campaigns and create a network of trained, well-paid foster families in accordance with the Juvenile Justice Act. The objective is to make Kerala India’s first “orphan-free” state.
Reiterating the administration’s broader gender equality goals, the Governor said: “My Government will transform Kerala into the most woman-friendly State in the country. Steps will be taken to implement equal pay for women in workplaces. Public restroom facilities will be arranged in all major towns across Kerala.”
Special benefits are planned for women working in the unorganised sector, including six months of maternity leave for those employed outside the formal workforce. The Governor added that measures will be taken to ensure the availability of sanitary napkins, footwear and other essential items for women, further underlining the government’s focus on their health, dignity and welfare.
