PM Modi said India’s BRICS presidency focused on four pillars – resilience, innovation, cooperation and sustainability – and proposed a BRICS Startup Innovation Fund.

Prime Minister Narendra Modi on Sunday warned that the “weaponisation” of technology and critical minerals could hinder shared progress, as he called for stronger cooperation among BRICS countries to address global challenges.
In his closing remarks, PM Modi stressed the need to balance human development with environmental protection and said India’s BRICS presidency had focused on four pillars — resilience, innovation, cooperation and sustainability.
He said India had worked to turn the grouping’s shared vision into “win-win cooperation” with the support of member countries.
‘Technology, critical minerals must not hinder progress’
PM Modi warned that the use of strategic resources and technology as tools of pressure could affect shared development. “The weaponisation of technology and critical minerals can hinder shared progress,” he said.
He also said BRICS had emphasised inclusivity in the adoption of technology.
The Prime Minister said cooperation within the grouping should extend beyond governments and include entrepreneurs, farmers, researchers, women, youth and ordinary citizens.
“BRICS cooperation should not remain limited to governments,” Modi said, calling for wider participation in the grouping’s initiatives.
‘No crisis remains confined to one region’
PM Modi said the number of conflicts and tensions around the world was continuously increasing and having a widespread impact on ordinary people.

He added that pandemics, climate disasters and disruptions to supply chains had shown that in an interconnected world, no crisis could remain confined to a single region.
PM Modi said BRICS had therefore placed special emphasis on strengthening resilience within the grouping. He said countries needed to identify challenges in time, prepare for them and take immediate action.
He also welcomed leaders and delegates to the summit, saying the BRICS summit hall brought together several cultures from around the world. “The Global South is heard in BRICS,” Modi said.
Startup fund, supply chain framework
Under India’s chairship, the grouping worked around resilience, innovation, cooperation and sustainability, Modi said. He announced that an agreement had been reached on a BRICS Integrated Early Warning System for the prevention and response to infectious diseases.
Guidelines for Early Warning Data Integration have also been prepared for disaster management.
PM Modi said the BRICS Logistics Supply Chain Operation Framework would help make supply chains more reliable and resilient. The grouping has also proposed a BRICS Startup Innovation Fund to promote innovative and scalable solutions.
The BRICS Incubator Network, he said, would connect startups and incubators with one another.
The Prime Minister also highlighted the BRICS Network on Digital Agriculture, which he said would create new opportunities for farmers.
Under the initiative, artificial intelligence, geospatial technology and digital public infrastructure will be integrated with the actual capabilities and needs of farmers.
Modi pushes Global South representation
Modi had chaired the BRICS session on “Inclusive Global Governance and Strengthening Multilateralism” on September 12 during the 18th BRICS Summit in New Delhi.
In his remarks at the session, he said the Global South was at the “front row” of global crises but the “back row” of decision-making. He called for the “pyramid of privilege” to be turned into a “platform of partnership”.
PM Modi said global governance should reflect present-day realities, with greater representation for the Global South, particularly in institutions such as the UN Security Council.
He also said efforts should be made to help the Global South move from being a rule-taker to a rule-shaper.
Through BRICS, he said, young diplomats and policymakers from the Global South could be provided with negotiation skills, practical training and legal expertise.
PM Modi also highlighted the contribution of seafarers to global trade, while noting that they often lack adequate support. He said India’s BRICS presidency had focused on converting a shared vision into a “win-win collaboration” through the cooperation and support of member countries.
