- Jitendra Singh To Introduce Paper Leak Bill In Parliament | Stricter Laws

Two days after the resignation of Dharmendra Pradhan and the end of the student movement, a bill related to prevention of paper leaks will be presented in Parliament today. The name of this bill is ‘Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026’. Union Minister Jitendra Singh will present the bill in the Lok Sabha.
Through this bill, changes will be made in the law made in 2024. There will be provision for strict punishment and heavy fine against the accused. State governments and union territories will be able to create special fast track courts. Hearings will be held daily in these courts.
This bill was announced by PM Modi in a two and a half minute video message on the night of 23 July. Modi had said that paper leak is not a trivial matter. It is painful for lakhs of students and their parents. Strict steps will be taken against this.
Law to stop existing paper leaks, 4 points
1. Till June 2024, there was no central law for paper leaks. Cases were registered under sections like cheating, criminal conspiracy and forgery. There are no strict bail conditions.
2. Some states have made separate anti-counterfeiting laws and also included the Money Laundering Act. Gangster Act was also imposed in some cases in Uttar Pradesh.
3. After rigging in NEET-UG and UGC exams, on June 21, 2024, the Central Government implemented the Public Examinations (Prevention of Unfair Means) Act. In this, paper leaking, helping, obtaining OMR sheets by wrong means, copying, creating fake websites related to the exam or threatening the examiner were brought under the ambit of punishment.
4. All these crimes are non-bailable, there are provisions for punishment in two categories. First- Paper leaking etc. can result in imprisonment of 3 to 5 years and a fine of up to Rs 10 lakh. Second- If the director or management officers of the institution or agency conducting the examination commit any crime, then the punishment is 3 to 10 years in jail and a fine of Rs 1 crore.
Why there was a need to bring the bill, 4 reasons; Student movement, then fast
- NEET-UG 2026 paper leak controversy raised big questions on the credibility of the examination system. This examination is related to the future of about 20 lakh candidates.
- In the last few years, many cases of paper leaks and organized examination mafia have come to light in NEET, recruitment and other competitive examinations, leading to cancellation of examinations and affecting recruitment processes.
- Students demonstrated across the country against the paper leak. The Cockroach Party movement continued for 36 days, after which the pressure on the government to bring examination reforms and strict laws increased. Education Minister Dharmendra Pradhan had to resign.
- The opposition alleged that the government has failed to keep the examination system safe and there should be not only a new law but accountability of the responsible officers and examination agencies should also be fixed.
Opposition’s reaction on paper leak case, demand – PM should give statement in Parliament
- Congress MP Rahul Gandhi Had said on July 25 that we will hold a meeting regarding the bill related to paper leak. What will be the stand on the bill, we will discuss amongst ourselves and decide.
- SP chief Akhilesh Yadav Said- This is not an issue of any particular party but of the future of crores of youth and students of the country. It is the direct responsibility of the government to prevent incidents like paper leaks.
- congress president Mallikarjun Kharge Said- When the Parliament is in session, the Prime Minister has to give a statement on the floor of the Parliament, he does not have to make a video late at night and speak one-sidedly outside the Parliament.
What is NEET paper leak case, 13 arrested so far
The paper of NEET-UG 2026 exam held on 3 May 2026 was leaked. The government and NTA canceled the NEET-UG 2026 exam and conducted it again. During this period, many students across the country committed suicide.
Cockroach Janata Party has been protesting for a month at Jantar Mantar in Delhi regarding the paper leak. Sonam Wangchuk fasted for 26 days and MPs are creating ruckus in the Parliament.
At present CBI is investigating the case. In this, investigation was conducted in many states including Maharashtra, Rajasthan, Delhi. So far 13 accused have been arrested. CBI may file this charge sheet soon.
