The Haryana government has given its reply in the Punjab and Haryana High Court in the case of property worth Rs 4 thousand crore of Nawab Liaquat Ali Khan, the first Prime Minister of Pakistan. It says that the custodian of this land is not with the Central Government.

Advocates of the petitioners say that the reply given by the government in the High Court is negative. However, the reply of the Central Government and CBI has not yet come in this matter. For this reason, the next hearing in the High Court will now be held on 3 February.

In this case, the petitioners had said that the land mafia is ruining the land by appointing fake heirs. There is collusion between officers and politicians in this, hence a CBI investigation should be conducted. Petitioners’ lawyers Indubala, Karuna Sharma and Ram Kishan say that the government has demanded to dismiss this petition.

Let us tell you that the family land of Nawabzada Liaquat Ali Khan is in village Dabkauli Khurd of Karnal. In the petition, this land has been described as 1200 acres, which also includes shops and residential properties in Karnal city. In the petition, the market value of the property has been shown to be around Rs 4,000 crore.

  • The central government was not considered the custodian of the land: Advocate Indubala, Advocate Karuna Sharma and Advocate Ramkishan say that the hearing in this case was held on January 12. Now a copy of the government’s reply has been received. The reply given in the High Court by the State Government, Chief Secretary and Karnal SP is negative. Instead of considering the Government of India as the custodian of that land, they have considered it to be the occupiers Jamshed Ali Khan and others.
  • The government argued that the investigation was conducted impartially: Advocates said that in the reply given by the Haryana Government in the High Court, it has been argued that the investigation of the case has been done impartially by the SIT and DSP rank officers. This was not proved during investigation. On this basis, cancellation report has been submitted in this case.
  • Reply from Center and CBI not yet received: Advocates say that CBI and Union of India have not yet given their reply. They can give their reply in the court before 3rd February. The matter will now be heard on 3 February 2026. On the other hand, petitioner Sonu’s advocate said that the petitioner and the villagers will meet the CM and CS regarding the reply which the Karnal Police had sent to the state government in the High Court.

  • Father was a landlord, the British gave him the title of Nawab: Liaquat Ali Khan was born in Dabkauli village of Karnal. His landlord was a Muslim family. Father Nawab Rukanuddaula was a big landowner, and had received the title of Nawabi from the British government. Khan received his early education in India and then went to England for higher education, where he studied at Oxford University. Umardraj Ali Khan belonged to this landlord family. There is a whole dispute regarding whose land.
  • 1200 acres of land transferred to the names of 5 sons: Advocate Karan Sharma, who knows about this case, says that Sonu, Dhanprakash, Vedprakash, Vishnu, Lakhmir, Satpal Sarpanch, Vikram of village Dabkauli gave a complaint to the then Home Minister of Haryana on 4 May 2022. It said that he has been doing farming in village Dabkauli Khurd for a long time. After the death of Umardraj Ali Khan in 1935, about 1200 acres of his land passed into the name of his five sons Nawabzada Shamshad Ali Khan, Irshad Ali Khan, Ijaz Ali Khan, Mumtaz Ali Khan and Imtiaz Ali Khan. His daughter Jahangir Begum was married to Nawabzada Liaquat Ali Khan in 1918.
  • After going to Pakistan, the land became ‘evacuee property’:In 1945-46, Dabkauli Khurd village was destroyed and its area moved towards Uttar Pradesh along with the flow of Yamuna river. After independence, all the children of Umardraj Ali Khan went to Pakistan. In 1950, the Northern Government implemented the ‘Zamindari Abolition Land Reforms Act’. Under this, the state took all the land into its hands and the land of the heirs of Umardraj Ali Khan was declared ‘Evacuee Property’. This is the property that was left behind by those people who migrated from India to Pakistan or from Pakistan to India at the time of partition. In 1962, the General Custodian of India gave the final decision that this land would now be under the custodian. However, due to erosion by the flow of Yamuna, this village again came to Karnal.

  • Patwari-lawmen, officers and leaders grabbed land with fake documents: According to the petition, in the 1990s, some land mafia captured about 6,000 bighas i.e. about 1200 acres of agricultural land by showing false wills and fake heirs. The villagers allege that there was collusion between Patwaris, Kanungo, consolidation officers, senior officials of the Revenue Department, government lawyers and some political people.
  • Continuous complaints from villagers, but investigation was weakened: In 2005, villagers submitted 150-200 complaints to the Chief Minister of Haryana. On the basis of this, FIR number 291 was registered in Indri police station. Sections 420, 465, 467, 468, 471 and 120-B were imposed in this. It is alleged that the investigating officers, in collusion with the land mafia, suppressed the complaint letters and the final investigation report. This report is still kept under wraps at the police headquarters in Panchkula.
  • Attempts to capture failed, case in court: In 2007-08, land mafia tried to take over the land, but the villagers protested. In 2009-10 the villagers approached the Punjab and Haryana High Court. SIT was formed on the orders of the court, but it is alleged that here too the officials came under pressure from the land mafia and did not take any concrete action.

When questions were raised on police and administrative officers…

  • Corruption allegations against officials: Advocate Ramkishan says that a Patwari and other officials got properties worth crores in their name in collaboration with land mafia. Many Patwari and Chakbandi officers have also colluded with the land mafia. In 2012-13, the land mafia filed a petition in the High Court to cancel the case, but the court rejected it.
  • Registry worth crores by creating fake heirs: This land was owned by Liaquat Ali Khan’s cousin Umdaraz Ali Khan, who died in 1935. Later, death was registered in the name of his heirs. However, after the partition of the country, the heirs went to Pakistan. After this the game of spoiling this land started. In the year 2022, some villagers had complained about this to the then Home Minister of Haryana, Anil Vij. Complaints regarding this case continued to be made, but due to investigating officers and political protection, justice was not done.
  • When he did not get justice, he approached the High Court: Seeing that justice was not available anywhere, some villagers filed a petition in the Punjab and Haryana High Court. In which apart from the Center and the State, Director CBI, Karnal SP and SHO of Indri police station of Karnal have been made parties. The hearing of this case titled Sonu and Others vs Union of India and Others was held on September 12. The High Court had fixed the next hearing for January 12, 2026.
