The government could not get the 131st Amendment Bill of the Constitution related to the Women’s Reservation Bill passed in the Lok Sabha. There was a provision to increase the 543 seats of Parliament to 850.

Voting took place after 21 hours of discussion on the bill in the Lok Sabha. 528 MPs present cast their votes. 298 votes were cast in favor and 230 against.

Two-thirds majority was required to pass the bill. Two thirds of 528 is 352. In this way the bill fell by 54 votes.

The government did not present two bills for voting

First- Delimitation Amendment Constitution Bill 2026

Second- Union Territory Laws (Amendment) Bill 2026

The government refused to hold voting on these. Parliamentary Affairs Minister Kiren Rijiju said that both the bills are already linked, so there is no need for voting.

This was the first time in 12 years of rule, when the Modi government could not pass any bill in the House. Earlier, Amit Shah had said in an hour-long speech in the Lok Sabha that if these bills are not passed then the responsibility will be on the opposition.

Three bills for which a special session of Parliament was called

NDA had only 298 MPs, wanted 352

528 MPs voted on the bill. Its two-thirds is 352, but only 298 votes were received in support of the bill. NDA has 293 MPs. BJP was able to convey only 5 other MPs. It was not successful in taking the rest of the opposition into confidence, hence could not get the bill passed.

Legal and political impact of bill falling in Parliament

BJP will raise the issue of opposition parties being anti-women in the upcoming elections. Stalin in Tamil Nadu and Mamata Banerjee in West Bengal may be cornered for voting against the bill.

What option is there before the government now?

The government may make some changes in the bill. Like- provision to increase seats in southern states. That means it will form the basis of census of 2027 instead of 2011. Can present the bill afresh. A consensus can be reached by taking suggestions from the opposition.

How the three bills were connected: Connection of women’s reservation + delimitation

The government had introduced three bills in the Lok Sabha. This included the Constitution (131st) Amendment Bill, Delimitation Amendment Constitution Bill 2026 and Union Territory Laws (Amendment) Bill 2026. Under the Women’s Reservation Bill (Nari Shakti Vandan Act), 33% seats in the Lok Sabha and state assemblies will be reserved for women. However, this will now be applicable till 2034.

This requires delimitation. Delimitation means deciding the limits and number of Lok Sabha and Assembly seats based on the population of the country. This work is done by a Delimitation Commission. First it will be decided how many seats there will be in which state. What will be the boundaries of which areas? Only after that the reservation will be decided.

What is the real reason for the opposition’s opposition?

The opposition did not oppose the Women’s Reservation Amendment Bill but only against the two bills related to it. The opposition gave two reasons for opposing the delimitation bill. First – This will reduce the power of the southern states in the Parliament. Second – It is against OBC and ST-SC sections.

What would have happened if the bill was passed?

The government said that the Lok Sabha seats of all states would have increased by 50%. According to the increased seats, women would get 33% reservation. For example, there are currently 80 Lok Sabha seats in UP. After the bill is passed, it would become 120, out of which 40 would be reserved for women.

Delimitation dispute: Why did it become an issue of South vs North?

During the discussion, the opposition was alleging that delimitation would benefit the northern states, while the southern states would be left behind due to the difference in population growth over decades. However, Amit Shah told in the Lok Sabha that confusion is being spread on this.

Shah said the total Lok Sabha seats of the five southern states will increase from 129 to 195. His percentage will increase from 23.76 to 23.87. Thus, with the proposed 50% seat increase, every state in South India will get more seats.

Akhilesh Yadav Said- These people do not want to give their rights to 33 percent women of backward class. When the turn came for delimitation, these people made a complete strategy as to how the areas should be created so that only these people get the benefit from it.

Opposition said- We defeated the attack on the Constitution

Rahul Gandhi said- We have defeated the attack on the Constitution. We have clearly said that this is not a women’s reservation bill, but it is a way to change the political structure of India.

Priyanka said– This is a big victory for our democracy and unity of the country. As I said inside, this was an attack on the Constitution, and we thwarted it, which is a good thing.

Shashi Tharoor said– We have always said that we fully support women’s reservation and even today we are ready to vote in its favor. However, this should not be linked to delimitation.

MK Stalin said- On April 23, we will defeat the arrogance of Delhi and the slaves who support that arrogance.
