Elvis Joel Tipan-Echeverría and his 2-year-old daughter, Chloe Renata Tipan Vilasis, were stopped as they were returning home from groceries. After this both were taken to South Minneapolis.

Minneapolis City Council member Jason Chavez wrote on Instagram that a suspicious vehicle chased the father’s car, broke his car window and captured the father and daughter. No warrant was shown during this period.

According to CNN report, the court had said that the girl should be released immediately, but even then both the father and the girl were sent to Texas. The family’s attorney, Kira Kelly, said Friday that the girl is now out of custody and recovering from the incident.

Girl’s father accused of driving wrongly

The Department of Homeland Security (DHS) said the father was driving erratically with the child. According to the department, Tipan-Echeverria is a citizen of Ecuador, is living in the United States illegally and has broken the law.

The department said the child was taken into foster care because the mother refused to take her with her. The father and the child were later reunited at a federal center.

He said that it is not clear how many times homes have been intruded without warrants because many incidents were not even recorded. Now, in training like ‘Know Your Rights’, lawyers also have to say that agents are not always following the Constitution and the law.
