Bhandari comes from a medical background. He holds an MBBS degree from Dayanand Medical College and Hospital, Ludhiana, affiliated with Punjab University, Chandigarh. His government record lists him as a Gold Medalist in MBBS.
From District Administration To Senior Government Posts
Over the course of his career, Bhandari has held several important administrative assignments in Jammu and Kashmir. His postings have included Sub-Divisional Magistrate in Bhaderwah, Additional District Development Commissioner in Kathua, Deputy Commissioner of Leh and Deputy Commissioner of Jammu.
He has also served as Divisional Commissioner, Jammu, and as the Chief Executive Officer of the Shri Mata Vaishno Devi Shrine Board. His profile also records his tenure as Commissioner/Secretary in the Jammu and Kashmir government’s Health and Medical Education department.
His association with the Shri Mata Vaishno Devi Shrine Board has included responsibilities related to the administration of the shrine and arrangements for pilgrims. He later took charge as the Chief Executive Officer of the Shri Amarnathji Shrine Board as well.

The Jammu and Kashmir General Administration Department records his appointment to the post with effect from March 6, 2023.
The official J&K Lok Bhavan directory also lists him as Principal Secretary to the Lieutenant Governor.

Bhandari’s appointment as Chairperson of the Central Board of Secondary Education (CBSE) brings an experienced administrator from the AGMUT cadre to the country’s school education board.
His career has included district administration, senior positions in the Jammu and Kashmir government, central deputation and the administration of major pilgrimage institutions. He will now take charge of CBSE, which oversees school education and examinations under the Union government’s education system.
