An organization linked to Al-Qaeda was behind the blast near the Red Fort. According to the report, Al-Qaeda in the Indian Subcontinent (AQIS) carried out this blast. It said that AQIS is now working through small cells and has also prepared its own logistics and financial network. Earlier, in the 37th report of the UNSC, a member country had alleged the hand of Jaish-e-Mohammed (JeM) behind this attack. That is, the names of two different terrorist organizations have appeared in two consecutive reports of the United Nations Security Council regarding this attack. It said that AQIS has now evolved into a regional terrorist network rather than a scattered small terrorist organization. The organization has built its own logistics and financial networks and now operates through small, individual cells rather than large groups. It has been said in this report that AQIS is trying to create its terrorist cell in Bangladesh also. The report describes this as a matter of serious concern for regional security. The report says that Al-Qaeda and Islamic State (ISIL/Daesh) have been trying for a long time to make such poisonous chemical and biological weapons, which can harm a large number of people. However, till now they have not been completely successful in this, because making such weapons is a very difficult task. According to the report, methods and information of making such poisonous substances are still being shared on the online networks associated with these terrorist organizations. In February, instructions on preparing poisonous substances such as botulinum toxin and cyanide were published in ISIL’s English magazine ‘Invade’. The report also said that ISIL-K has also shared information related to the production of a highly toxic poison called ‘ricin’ within its network during the last 12 months. AQIS was formed in 2014. AQIS is an organization of Al-Qaeda active in South Asia. It was created by al-Qaeda chief Ayman al-Zawahiri in September 2014. Its objective was to expand the network of Al-Qaeda in countries like India, Pakistan and Bangladesh. According to the US National Counterterrorism Center, AQIS is currently mainly active in Afghanistan, while its network’s activities have also been reported in Pakistan, India and Bangladesh. The organization operates through small cells rather than large attacks and has been involved in activities such as assassinations, armed attacks, ambushes and suicide attacks. America had declared it a foreign terrorist organization in 2016. NIA had also revealed the involvement of AQIS. NIA has filed a charge sheet of about 7,500 pages against 11 accused in May. Rouse Avenue Court will hear this on August 27. The chargesheet also includes statements of more than 580 witnesses. It was claimed that all the accused were associated with terrorist organizations Saar Ghazwat-ul-Hind and Al-Qaeda in the Indian Subcontinent (AQIS). The TATP explosive used in the blast was prepared by the accused themselves. NIA investigation had revealed that some of the accused were medical professionals influenced by fundamentalist ideology. In a secret meeting held in Srinagar in 2022, he reactivated the organization under the name “AGuH Interim” and started “Operation Heavenly Hind”. The accused had recruited new members and prepared explosives on a large scale. The agency said that the TATP explosive used in the blast was prepared by the accused themselves. The investigation also revealed that the accused, along with collecting AK-47, Krinkov rifles and other weapons, were also experimenting on drones and rocket operated IEDs.
