Karnataka Proposes 15% Reservation For Rural Students In Govt Professional Course Seats

The Karnataka government has proposed a 15 per cent horizontal reservation in government seats for eligible candidates from rural areas, with the quota divided equally between students from rural government schools and those who studied in rural educational institutions, reported PTI.

The proposal is part of draft amendments to the Karnataka Selection of Candidates for Admission to Government Seats in Professional Educational Institutions Rules, 2006. The Higher Education Department notified the draft on September 5 and shared it with the media on Monday.

Under the proposed amendment, 7.5 per cent of the 15 per cent government-seat quota would be reserved for eligible rural candidates who studied from Class 1 to 10 in government schools or government pre-university colleges managed by the School Education Department and located in rural areas of Karnataka.

Another 7.5 per cent would be reserved for eligible rural candidates who studied from Class 1 to 10 in schools or educational institutions located in rural areas of Karnataka, regardless of whether the institutions are government-run.

The government said the draft rules have been published to invite objections and suggestions from persons likely to be affected by the proposed changes. Any objections or suggestions received within 15 days of the draft’s publication in the Official Gazette will be considered by the government.

The proposed amendment will be known as the Karnataka Selection of Candidates for Admission to Government Seats in Professional Educational Institutions (Amendment) Rules, 2026. It will come into force from the date of its publication in the Official Gazette.

The amendment has been proposed under Section 14 of the Karnataka Educational Institutions (Prohibition of Capitation Fee) Act, 1984.
