Private unaided recognised schools in Delhi have been asked to verify vacant seats under the Economically Weaker Section (EWS) and freeship categories from Class 2 onwards. The verification deadline is today, September 3, and the available seats will subsequently be filled through a computerised draw of lots, reported PTI.
The move is important for parents seeking EWS or freeship admissions for their children in private schools. Schools, except minority institutions, have been directed to check the vacancy data provided by the Directorate of Education and report any discrepancies to the concerned education zone within the stipulated deadline.
According to a Directorate of Education order dated August 27, District Deputy Directors of Education will examine representations received from schools and submit their recommended proposals by September 5.
What happens if schools do not report discrepancies?
The Directorate of Education has said that if a school does not submit any representation within the given time, its vacancy data will be treated as correct. Candidates will then be allotted seats against the available vacancies through a computerised draw of lots.
Importantly, schools will not be allowed to deny admission to candidates selected through the draw by claiming that there is “no vacancy”.
The department has warned that appropriate action will be taken against schools that refuse admission on this ground under the relevant provisions of the Delhi School Education Act and Rules, 1973, and the Right to Education (RTE) Act, 2009.
Why are vacant EWS seats being filled?
The move follows an observation by the Delhi High Court in the Justice for All Vs Directorate of Education case that vacant EWS seats in classes from Class 2 onwards should be filled.
Under Section 12 of the RTE Act, private unaided recognised schools are required to admit at least 25 per cent of students at the entry level from weaker sections and disadvantaged groups and provide them free and compulsory elementary education.
The Directorate has been conducting an online admission process for EWS and freeship seats from Class 2 onwards in private unaided recognised schools operating on government-allotted land since the 2021-22 academic session.
The department had earlier decided in 2018 to fill such vacant seats through a computerised draw of lots after inviting online applications, following a process similar to the entry-level EWS/DG admission process.
