- CAQM Questions GRAP 4 Implementation Amid Delhi AQI Over 370 | Pollution Control Failures

After the Air Quality Index (AQI) reached dangerous levels in Delhi, the Commission for Air Quality Management (CAQM) questioned the government departments as to how pollution is increasing even after the implementation of GRAP 4. Despite all four phases being implemented, there is no significant improvement in the situation. Today AQI remained above 370 at many places in Delhi.
The Commission said that due to lack of coordination and accountability among government agencies, the provisions of GRAP are not being implemented effectively on the ground. Questions are also being raised on the role of bodies like Central Government, MCD, DDA and Delhi Police.
According to CAQM, despite the ban, incidents of open burning of garbage and biomass are continuously coming to light. Illegal industrial units, uncontrolled construction work and dust arising from digging of roads are making the pollution more serious.
At the same time, senior BJP leader and former chairman of Integrated Construction Committee Jagdish Mamgani has also raised questions on the functioning of the Delhi government. He said that MCD and the government are not able to effectively control garbage burning.

Assembly Speaker expressed displeasure over the negligence of agencies
Taking cognizance of the complaints received from Rohini area, Delhi Assembly Speaker Vijendra Gupta on Saturday expressed displeasure over the negligence of government agencies. He said that the roads have been dug up and left without adding tar or soil, due to which a huge amount of dust is being raised during the movement of vehicles.
He said that non-maintenance of roads, lack of mechanical cleaning and lack of dust control measures have made the situation more serious. Vijendra Gupta has directed MCD, DDA and DPCC to fix accountability through geo-tagged reporting and weekly joint inspection.
MCD action against polluters
Increasing strictness against air pollution in the capital, Municipal Corporation Delhi (MCD) took large-scale action in the month of December. MCD said that complaints received through 311 app, Green Delhi app and social media are being resolved regularly.
- A total fine of Rs 54.98 lakh was imposed on burning of biomass, illegal dumping of Construction and Demolition (C&D) waste and other violations.
- This action was taken as part of a special campaign conducted in all 12 zones between December 1 and 20.
- During this period, MCD issued 7,023 challans from which a fine of Rs 43.26 lakh was collected.
- The action was taken under the DMC Act, Solid Waste Management rules and NGT directions. 356 surveillance teams were deployed in the field during the campaign.
- Challans were issued in 420 cases of open burning of garbage and biomass and a fine of about Rs 11.72 lakh was imposed.
- Taking action against construction activities for violation of Grap-4, a fine of Rs 33.95 lakh was imposed.
- 34 illegal jeans dyeing units causing pollution were sealed.

BJP and AAP accuse each other
Political rhetoric has intensified between the Aam Aadmi Party and the ruling BJP on the issue of increasing pollution in Delhi. After the poster campaign against Chief Minister Rekha Gupta, AAP has released a video, which it has described as a ‘pollution song’.
The video takes a dig at Delhi’s bad air and administrative failure through fictional characters like Superman, Spiderman, Batman and Santa Claus.
At the same time, BJP State President Virendra Sachdeva expressed strong objection to this video of ‘AAP’. He said that the current situation in Delhi is the result of ten years of negligence of Arvind Kejriwal’s Delhi and Punjab governments.
Sachdeva said that when Saurabh Bhardwaj was the Health Minister, there were allegations of fake medicines in hospitals and mohalla clinic scams. He said that instead of finding serious solutions, such videos weaken politics and reduce trust among the public.
