Can Akhilesh Yadav pull off a political surprise in the Uttar Pradesh Rajya Sabha election by securing a third seat for the Samajwadi Party (SP), even though he has announced only two names?

With 10 Rajya Sabha seats falling vacant from Uttar Pradesh, the battle for the final seat is emerging as a contest of numbers, cross-voting and political management.

The SP does not have enough votes on its own to comfortably win three seats. Yet, the party may enter the contest for a third seat, opening up the possibility of an intense battle with the Bharatiya Janata Party-led NDA, according to sources.

The election is scheduled for October 16. The present Assembly arithmetic gives the BJP-led NDA a clear advantage, with seven seats within its comfortable reach. The SP is also positioned to win two seats.

The real contest is expected to revolve around the remaining seat. And that is where Akhilesh Yadav’s strategy becomes important.

THE NUMBERS BEHIND AKHILESH YADAV’S PLAN

The Uttar Pradesh (UP) Assembly has 403 seats, although vacancies and the current strength of different parties have altered the effective voting arithmetic. A Rajya Sabha candidate requires roughly 37 first-preference votes under the present numbers.

    The problem begins with the third candidate.

    Even if the SP manages to retain all 103 votes, it would still need roughly eight additional votes to reach the required figure for a third seat.

    The number could be higher if legislators who have rebelled against the SP or are no longer considered firmly aligned with the party are excluded from the calculation.

    This is why the third-seat contest is not simply about the SP’s existing strength. It is about whether Akhilesh Yadav can bring additional legislators into his camp.

    BJP’S ALLIES COULD BECOME CRUCIAL

    The BJP-led NDA has the numbers to secure seven seats. The BJP itself has around 256 MLAs, while its allies include Apna Dal (Sonelal), Rashtriya Lok Dal, Suheldev Bharatiya Samaj Party and Nishad Party.

    The smaller allies could become particularly important because the final contest may be decided by a relatively small number of votes.

    The SP’s strategy could therefore involve reaching out beyond its traditional alliance structure.

    Individual legislators, smaller parties and MLAs with independent political equations could all become important in the final arithmetic.

    The possibility of cross-voting cannot be ruled out either.

    For the SP, the target would be to identify legislators who may be willing to vote outside the NDA’s preferred line. For the BJP, the immediate challenge would be to ensure that its own legislators and allies remain firmly together, say sources.

    2024 RAJYA SABHA ELECTION STILL HANGS OVER THE CONTEST

    There is also a political precedent for Akhilesh Yadav’s decision.

    During the 2024 Rajya Sabha election, the SP had similarly entered the contest for three seats despite not having enough votes to comfortably win all three. The BJP eventually secured an additional seat after cross-voting by several SP MLAs.

    The episode exposed divisions within the SP and became an important political setback for Akhilesh.

    This time, the stakes are different.

    The SP may not be merely fighting for an additional Rajya Sabha seat. It is also testing whether it can keep its own legislators together while attracting support from outside its alliance.

    The 2026 contest could therefore become an organisational rehearsal for the 2027 Assembly election.

    Political expert Shashikant Pandey said, “The SP’s decision to contest the third seat is less about arithmetic and more about political messaging. Akhilesh Yadav wants to show that the party can retain its core support, attract votes beyond its alliance and challenge the BJP-led NDA even when the numbers appear unfavourable.”

    WHO COULD BENEFIT FROM CROSS-VOTING?

    The most important question is where the additional votes for the SP could come from.

    The BJP’s allies represent one possible pool. Some smaller parties have had political equations with the SP in the past, while individual MLAs may have their own calculations ahead of the 2027 election.

    The SP could also look at legislators who are dissatisfied with their existing political arrangements or who believe that their electoral prospects could be affected by the emerging alliances.

    However, there is a significant difference between political outreach and actual cross-voting.

    An MLA may engage in negotiations or express dissatisfaction without ultimately voting against the party line. The final voting pattern will only become clear when the election takes place.

    WHY AKHILESH YADAV MAY STILL TAKE THE RISK

    Akhilesh Yadav’s decision to field a third candidate carries an obvious risk, say experts.

    If the SP fails to win the third seat, the BJP will retain its numerical advantage in the Rajya Sabha contest. But if the SP succeeds, it would demonstrate that the party can look beyond its existing numbers and disrupt the BJP-led NDA’s calculations.

    The political significance would extend beyond the Rajya Sabha.

    A successful third-seat bid would allow the SP to project its ability to build a broader coalition before the 2027 Assembly election. It would also put pressure on the BJP to keep its allies and legislators together.

    At the same time, the BJP will have its own calculation for the additional seat. The NDA has enough strength to comfortably win seven seats but requires additional support for an eighth.

    This means both sides could be competing for the same pool of surplus votes.

    REAL BATTLE IS FOR THE 10TH SEAT

    The first nine seats are largely shaped by the existing Assembly numbers. The 10th seat is where political strategy can potentially override straightforward arithmetic.

    For Akhilesh Yadav, the calculation is therefore clear: retain the SP-Congress votes, prevent any repeat of large-scale cross-voting within his own camp and attract enough additional MLAs to bridge the gap.

    The BJP, meanwhile, will have to protect its surplus votes and ensure that its allies remain aligned.

    With the 2027 Assembly election approaching, the Rajya Sabha contest could consequently become an early test of political loyalty, alliance management and the ability of both camps to influence legislators beyond their formal numbers.
