A committee headed by the Joint Inspector General of Registration (IGR) has indicted three individuals in connection with a controversial ₹300-crore land deal involving a Pune-based firm co-owned by Maharashtra Deputy Chief Minister Ajit Pawar’s son, Parth Pawar, an official said on Tuesday. The three-member panel’s report, however, does not name Parth Pawar, noting that his name does not appear on any of the transaction documents.

The committee, led by Joint IGR Rajendra Muthe, submitted its findings to IGR Ravindra Binwade, who then forwarded the report to Pune Divisional Commissioner Chandrakant Pulkundwar. The deal in question relates to the sale of 40 acres of land in Pune’s high-value Mundhwa area to Amadea Enterprises LLP, in which Parth Pawar is a partner.

The transaction came under scrutiny after it emerged that the land belonged to the government and was not eligible for sale, and that the firm had been exempted from paying ₹21 crore in stamp duty.

“Since Parth Pawar’s name does not appear anywhere in the sale deed, he cannot be indicted in this probe. The report, however, holds accountable all those directly involved in the transaction, including suspended sub-registrar Ravindra Taru,” the official said.

The other two individuals named in the report are Digvijay Patil — Parth Pawar’s cousin and business partner — and Sheetal Tejwani, who held the power of attorney for the landowners. Taru, Patil and Tejwani are already named as accused in the police FIR.

Separate inquiry committees under the revenue department and the settlement commissioner are preparing their own reports. All three reports will be submitted to Additional Chief Secretary (Revenue) Vikas Kharge, who heads a six-member panel formed by Chief Minister Devendra Fadnavis to examine the now-scrapped land deal.

The Muthe committee has also suggested several corrective measures to prevent similar irregularities in the future. It recommended that any request for a stamp duty waiver must be vetted and approved by the collector (stamp). The report highlighted that, under Section 18-K of the Registration Act, 1908, registration can only proceed if a 7/12 extract not older than one month and all relevant ownership documents are furnished.

The panel also cited an April 20, 2025 notification amending the Registration Act, which bars sub-registrars from registering any sale or purchase of government-owned land. However, it noted that this restriction currently applies only in cases where government ownership is firmly established. The committee recommended extending this bar to cases where the government title, possession, or interest is unclear.

Meanwhile, the IGR office has given Amadea Enterprises seven days to respond to a notice demanding ₹42 crore in stamp duty following the cancellation of the Mundhwa land deal. “The firm requested 15 days, but we have granted them seven days to reply,” an IGR official said.
