सुप्रीम कोर्ट ने पूरे देश में रोडसेफ्टी निर्देश जारी किए: कहा- एक्सप्रेसवे खतरे का गलियारा नहीं बनने चाहिए; इन सड़कों पर भारी वाहन पार्किंग न हो

The Supreme Court has issued several guidelines across the country to increase road safety. These instructions also include ban on parking of heavy vehicles on roads like expressways. The court said that expressways should not become danger corridors due to administrative laxity or infrastructure deficiencies.

A bench of Justices JK Maheshwari and AS Chandurkar directed the Ministry of Road and Transport, National Highways Authority of India (NHAI) and states-union territories to make the roads safe.

The bench pointed out that national highways constitute only 2% of the total road length of India, but they account for about 30% of the total deaths in road accidents.

These instructions came out on 13 April. Where the court was hearing the case registered after the death of 34 people in consecutive road accidents in Phalodi, Rajasthan and Rangareddy, Telangana on 2 and 3 November 2025.

The reason for these accidents was the negligence of the system and failure of the infrastructure, which led to these deaths.

Supreme Court’s instructions in 6 points…

• No heavy or commercial vehicle shall be parked or stopped on the carriageway or paved shoulder of any national highway, except in a designated place, lay-by, or roadside facility.
• The implementation of the directive will be done through Advanced Traffic Management System (ATMS). This includes sending real-time alerts to the state police, GPS timestamped photo evidence and integrated e-challan generation.
• Officers and employees of the National Highway Authority of India, State Police and State Transport Department will have to follow these instructions. Collectors of the respective districts will decide a Standard Operating Procedure (SOP). These should be followed within 60 days.
• Construction and operation of any new dhaba, eating place or commercial building within the ‘Right of Way’ (ROW) of any National Highway should be stopped with immediate effect.
• The District Magistrate will get all new and already existing illegal buildings demolished/removed within 60 days as per the procedures of the CNH Act and the SOP dated August 7, 2025.
• No department, authority, local body will grant any license, NOC or business approval for any place within the Highway Safety Zone without the approval of NHAI/PWD. Nor will the license be renewed.
• All existing licenses for such locations will be reviewed within 30 days.
• In the districts through which the National Highway passes, the District Magistrate will form a security task force within 15 days.
• A force will be formed in every district across India within 7 days of this order. Officials from administration, police, NHAI, PWD will be involved in this.
