Jammu and Kashmir and Ladakh were made two separate states by the Central Government from 31 October 2019. Being a Union Territory, Ladakh comes under the direct control of the Union Home Ministry.
The Central Government has agreed to provide reservation to the people of Ladakh for government jobs in Ladakh. Independent MP from Ladakh Hanifa Jan gave this information on Tuesday.
Hanifa Jan said, “Union Minister of State for Home Nityanand Rai held a meeting with representatives of Leh Apex Body (LAP) and Kargil Democratic Alliance (KDA), in which the decision regarding reservation was taken.
The details of this decision will be finalized in the next meeting, which will be held on January 15. The Home Ministry said that the decision on the separate Lok Sabha seats of Leh and Kargil will be taken after the census.
In fact, on August 5, 2019, Jammu and Kashmir was divided into two union territories, one of which was Ladakh. After this, two organizations – KDA and LAP demanded autonomy for the people of Ladakh. There were many movements demanding job reservation for the local people and one parliamentary seat each for Leh-Kargil.
A demand was also made to make Ladakh a full state and implement the Sixth Schedule of the Constitution in Ladakh. Social activist Sonam Wangchuk also joined these organizations. He also did many movements. Details regarding the discussion on the full state and the Sixth Schedule in Tuesday’s meeting have not been revealed.
One third reservation for women in hill councils
According to media reports, apart from Hanifa Jan, Nityanand Rai, Home Secretary Govind Mohan, former BJP MP Thupstan Chhewang, Home Ministry officials, 8 representatives of Leh Apex Body and 8 representatives of Kargil Democratic Alliance attended this meeting. Apart from reservation-Lok Sabha seats, the Center also agreed to 4 other demands in the meeting.
- The central government has also agreed to give one-third reservation to women in the hill councils of Ladakh.
- The central government has agreed to declare Urdu and Bhoti as the official languages of Ladakh.
- The Home Ministry agreed to review 22 pending laws to preserve the culture of Ladakh.
- At the same time, the Home Ministry has said that the land related concerns of the people of Ladakh will also be addressed.
Whether Ladakh will get a separate Lok Sabha Commission or not will be decided in the next meeting.
After the meeting, former MP from Ladakh, Thupstan Chhewang said – We will get a separate Public Service Commission or it will be merged with Jammu and Kashmir, this will be discussed in the next meeting. But the meeting held on Tuesday was good. Ministry officials listened to us.
Hanifa Jan, independent MP from Ladakh, said- We had a very frank conversation with the Home Ministry officials and raised issues related to youth and employment. We were assured that our concerns were genuine and would be addressed.
Wangchuk marched to Delhi, also went on hunger strike for 21 days

Sonam Wangchuk had marched on foot to Delhi in October to demand job reservation for Ladakh local people and other demands. During this time, Delhi Police had also detained him. Apart from this, he also went on a 21-day hunger strike in March. After ending the hunger strike, Sonam Wangchuk had said – This is not the end of the movement, but a new beginning.

Movement started after removal of Article 370 On August 5, 2019, the Central Government had abolished the status of full state by removing Article 370 from Jammu and Kashmir. After this Jammu and Kashmir became a separate union territory. Ladakh was formed as a separate union territory by merging Leh and Kargil.
After this the people of Leh and Kargil started feeling politically dispossessed. He raised his voice against the Centre. In the last two years, people have been protesting several times demanding full statehood and constitutional protection, due to which their land, jobs and separate identity, which they got under Article 370, were retained.
Center had refused to accept the demands Earlier this year, leaders of Buddhist-majority Leh and Muslim-majority Kargil joined hands under the banner of Leh-based apex body and Kargil Democratic Alliance (KDA). After this, massive protests and hunger strikes started in Ladakh.
The Center constituted a high level committee to consider the demands. However, talks with the protesters did not succeed. On March 4, leaders of Ladakh met Home Minister Amit Shah and told that the Center has refused to accept the demands. Two days later, Wangchuk started a fast in Leh.
