Russian President Vladimir Putin arrived in Mongolia on Monday night on a two-day visit. The International Criminal Court (ICC) had ordered the Mongolian government to arrest Putin, but he was honored with a guard of honor.

According to the news agency TAAS, ignoring the ICC’s order, Putin was welcomed in a traditional manner in the capital Ulaanbaatar. During this, the monument of Genghis Khan was painted with the flags of Mongolia and Russia.

Although some human rights supporters were also protesting outside the airport. But the government left no stone unturned in welcoming him. Foreign Minister Batmunkh Battsetseg himself reached the airport to welcome him.

ICC ordered the arrest of Putin
Mongolia is a member country of the ICC. The ICC issued an arrest warrant against Putin in March 2023. Putin was accused of war crimes over allegations of kidnapping and deportation of children in Ukraine. The ICC ordered the Mongolian government to arrest Putin.

Putin has visited 12 countries since the warrant was issued. These include countries like China, North Korea, Saudi Arabia and UAE.

Putin has so far avoided visiting any country that is a member of the ICC. However, looking at the welcome given to President Putin, it seems clear that Mongolia has ignored the ICC’s order.

Mongolia is very dependent on Russia
According to the New York Times, before Putin’s visit the ICC had said that Mongolia was obliged to arrest Putin but it was highly dependent on Russia so the possibility of his arrest was very low.

The report calls it a symbolic victory for Putin. Russia expert Alexander Gabuev said that Putin’s visit means that Mongolia needs Russia more than the ICC. 22 years ago Mongolia signed the ICC laws which are meaningless now.

ICC does not have the power to arrest anyone and it depends on its member countries to follow its orders. Many big countries including India, China, Turkey, Pakistan, Russia are not members of ICC and hence they do not follow its orders.

Ukraine said – Mongolia will be punished for this
Ukraine has criticized Putin’s visit to Mongolia. The Ukrainian Foreign Ministry said that Mongolia has given a war criminal a chance to escape. Mongolia will have to pay the price for this. Ukraine, along with its allies, will definitely punish Mongolia for this.

Putin will meet President Ukhnaa Khurelsukh on Tuesday. The two leaders will attend an event marking 85 years since the victory of Soviet and Mongol troops over the Japanese army in 1939.

Mongolia buys oil and electricity from Russia
Mongolia is located between Russia and China. Mongolia has good relations with both countries. Mongolia is heavily dependent on Russia for oil and electricity and on China for many other things.

During the Soviet era, Mongolia had relations only with Russia. When the Soviet Union broke up in 1991, Mongolia also established relations with China.

Mongolia is not on any side in the Russia-Ukraine war. It believes in maintaining a balance with both sides. Before Putin’s visit, French President Macron, US Secretary of State Blinken and then British Foreign Minister Cameron have already reached Mongolia.
