Jalmay Khalilajad, who was the US ambassador to Afghanistan and Iraq, has also made a statement on the agreement. He said that although this agreement is not a formal ‘treaty’, it is considered a major strategic partnership given its seriousness.

Khalilajad further said that this agreement has been done in response to the Israeli attack in Qatar? Or it confirms the long -standing rumors that Saudi Arabia has been an undeclared ally of the Atomic weapon program of Pakistan.

Khalilajad asked if there are secret clauses in this agreement, if yes, what are they? Does this agreement suggest that Saudi Arabia no longer wants to be completely dependent on America’s security guarantee.

He said that Pakistan has nuclear weapons and missile systems that can kill the entire middle East and Israel. Some reports say that Pakistan is also developing weapons that can reach America.

Pakistan-American’s old defense agreement: During the Cold War in 1950, the US looked for colleagues in South Asia to prevent the expansion of the Soviet Union. At this time Pakistan adopted a military alliance with the US.

• Mutual Defense Assistance Agreement (MDAA), 19 May 1954: This was a bilateral agreement between Pakistan and the US. It had rules of mutual defense, that is, both countries will give military assistance (weapons, training, equipment) to each other. The US encouraged Pakistan to participate in collective security efforts (such as in general war), including Pakistan’s resources, military and strategic facilities. The agreement was based on the US Mutual Defense Assistance Act (1949), which provided military assistance to allies in Europe and Asia.
• Seato (1954) and cento (1955): After the MDAA, Pakistan strengthened it by joining the South East Asia Treaty Organization (SEATO) and Baghdad Pact (Later Cento). In the paragraphs of these organizations, there was a provision of collective response in an attack on any one, that is, an invasion of a member would be considered an attack on all (like NATO). The United States gave military assistance of over 7 thousand crores to Pakistan under them, including weapons and training.

Why did the agreement break in 1979?

The cento ended in 1979, although MDAA was bilateral, but was associated with the Cento’s structure.

• Revolution of Iran (1979): After the collapse of Shah of Iran and the Islamic Revolution, Iran returned from cento on 15 March 1979. Iran was a key member of the cento, so the organization became weak.
• Pakistan’s return: On 12 March 1979, Pakistan also left the cento. The reasons for this were the Soviet invasion, Afghanistan (December 1979) after Pakistan’s Non-Aligned Policy and Relations with the US (eg American restrictions on Pakistan’s nuclear program in 1979).
• Ban on US aid: The Jimmy Carter Administration stopped military assistance in 1979 on Pakistan’s secret uranium enrichment (nuclear weapon program). This effectively eliminated the alliance.

America did not help even after the agreement

The cento ended on 16 March 1979. However, the US-Pakistan relations later strengthened the Afghan war (after 1979), but the old mutual defense framework was broken.

Earlier in the 1947, 1965 and 1971, the US did not provide direct military assistance to Pakistan, even though there were mutual defense provisions. The US considered these war as a regional dispute, not the case of collective defense under the alliance.

MDAA/Seato/cento, especially against Soviet/Communist threats, not against any other group. Therefore, Pakistan did not get the expected help, which raised questions on the alliance.
