Russian President Vladimir Putin and former US President George W. Bush met several times between 2001 and 2008.
Russian President Vladimir Putin and former US President George W. Bush feared Pakistan’s nuclear weapons falling into the wrong hands. This information has come to light from declassified documents of conversations between the two between 2001 and 2008.
These documents have been released by America’s National Security Archive under the Right to Information Act. In the conversation, concern was expressed over Pakistan’s ‘AQ Khan Network’, the danger of nuclear technology reaching Iran and North Korea and Pakistan’s nuclear security system.
Both the leaders were concerned about the internal situation of Pakistan, political instability and nuclear command system. They feared that if the situation worsened, nuclear technology could fall into the wrong hands.
During the period 2001-2008, Pakistan was ruled by military ruler Pervez Musharraf. After 9/11, both America and Russia were taking its support in the anti-terrorism fight. Despite this, both the leaders did not have confidence in Pakistan’s nuclear policy and control system.
Russia expressed concern in the first meeting itself
During their first meeting on 16 June 2001 at Brdo Castle in Slovenia, Putin had clearly told Bush that he was concerned about Pakistan. Pakistan is a military regime, which has nuclear weapons, but Western countries do not criticize it.
During this, US President George Bush said that Russia is a part of the Western countries, not an enemy. Both the leaders also expressed respect for each other. Later Bush also said that he understood Putin closely and found him trustworthy.

Putin: But it is not clear what is going on in Iran’s laboratories and where they are. Its cooperation with Pakistan still continues.
Bush: I have spoken to Musharraf on this issue. I told him that we were concerned about technology reaching Iran and North Korea. He A.Q. Khan and some of his associates have been jailed and placed under house arrest. We want to know what he told during interrogation. I remind Musharraf of this again and again. Either they are not getting complete information, or they are not telling us the complete truth.
Putin: According to my information, uranium of Pakistani origin has been found in the centrifuges of Iran.
Bush: Yes, this is what Iran did not tell the IAEA. This is a violation of the rules.
Putin: If it is of Pakistani origin then it makes me very nervous.
Bush: This worries us equally.
Putin: Think about our situation also.

India’s old concerns also came to the fore
Amidst these revelations, India’s concerns have also come to the fore. India has long been raising questions on Pakistan’s nuclear proliferation record. In November 2025, the Ministry of External Affairs had said that Pakistan’s history has been linked to smuggling, illegal nuclear activities and the AQ Khan network.
After the India-Pakistan war that took place between May 7 and 10, on May 15, Defense Minister Rajnath Singh had also called Pakistan an irresponsible country and demanded that its nuclear weapons be kept under the surveillance of the IAEA.
A glimpse of America-Russia cooperation was seen
These documents also reveal that there was trust and cooperation between Putin and Bush in the initial period. After the 9/11 attacks, the two leaders worked together on important issues such as terrorism and nuclear non-proliferation.
However, in the following years, tensions gradually increased in the relations between America and Russia on issues like Iraq War, NATO expansion and missile defense.
Now know what was AQ Khan Network
The AQ Khan Network was a secret international network, through which Pakistan’s nuclear technology and equipment were secretly delivered to other countries. At the center of this network was Dr. Abdul Qadir Khan (AQ Khan), who is considered the father of Pakistan’s nuclear program.
AQ Khan sold or provided vital information related to uranium enrichment, centrifuge technology and nuclear equipment to countries like Iran, North Korea and Libya. This network came to the world in the year 2004, after which AQ Khan came on TV and accepted his mistake.
However, he was kept under house arrest instead of jail in Pakistan. This network is considered one of the biggest nuclear scams in the world till date.
