Pakistan, Turkey, Qatar and Indonesia will now make weapons together. The four countries signed the Badr Agreement in Doha, the capital of Qatar on Wednesday. Under this, joint production of weapons, transaction of military technology and training and research in the defense sector will be done. After the Mecca Pact, this growing partnership of Pakistan with Muslim majority countries can create new defense equations in the region. Its objective is to reduce dependence on other countries for weapons and increase its military strength. Different strengths of the four countries came together. According to Qatar’s Defense Ministry, the purpose of this agreement is to increase the capacity of the four countries to make weapons and strengthen mutual cooperation in the defense industry. Under this, the four countries will use their resources, technology, workers and investment to help each other. According to defense industry expert Arda Mevlutoglu, all four countries have their own strengths. By combining these qualities, the four countries can create a common system for the production and maintenance of weapons. According to Albert Vidal, Research Associate at the International Institute for Strategic Studies, Pakistan and Indonesia want to buy Turkish weapons and also manufacture some part of them in their country. With this, Turkish companies can get orders for a longer period of time and the cost of production can reduce. At the same time, new employment opportunities can be created in Pakistan and Indonesia. Qatar can help in this through investment. The already ongoing defense partnership will get a boost. Turkey’s defense industry is among the developed defense industries in the world. It is already working on different defense projects with Qatar, Pakistan and Indonesia. Qatar and Turkey also signed an agreement in October 2025 for cooperation in the defense industry. Pak-Turkey Warship Project is a project to build warships between Pakistan and Turkey. Four warships are to be built under this project. Of these, two are to be built in Istanbul, Turkey and two in Karachi Shipyard, Pakistan. This will give Pakistan the experience of building warships in its own country. There are also agreements between Indonesia and Turkey. Indonesia and Turkey are jointly building a tank. The new agreement can help in bringing such disparate projects under a common arrangement. According to Burcu Ozcelic, senior research fellow at the Royal United Services Institute, the aim is to link existing agreements into a strong network rather than creating separate arrangements for each new defense project. Qatar is already investing in Turkey Qatar has been investing in Turkey’s defense industry for more than a decade. At the same time, in 2017, during the diplomatic dispute between Qatar and its neighboring countries, Turkey sent its troops to Doha. The aim is also to reduce dependence on America. According to experts, a major reason for this agreement is to reduce dependence on countries like America for weapons and military technology. Recent conflicts have revealed that purchasing weapons from other countries can lead to problems like interruption in supply, restrictions on the use of technology. News of America’s lack of weapons may also make other countries feel the need to increase their production capacity. According to Bader Musa Al-Saif, associate fellow at Chatham House’s Middle East and North Africa programme, the Gulf countries are now also turning towards Asia and other developing countries. They are showing interest in strengthening defense relations with Muslim majority countries. There is also a defense agreement between Saudi Arabia, Pakistan and Turkey. Saudi Arabia, Pakistan and Turkey had signed the Mecca Joint Defense Agreement in August. Under this, an attack on one country will be considered as attack on all three. However, separate approval of the Parliament will be required to deploy Turkish troops abroad. Therefore, on Wednesday this agreement was also presented in our Parliament for approval. There is an important difference between the Mecca Agreement and the Badr Agreement signed in Doha. The Mecca Agreement is related to military cooperation and collective security, while the main emphasis of the Badr Agreement is on manufacturing arms, sharing technology and strengthening the defense industry.
