The Election Commission has also implemented a new rule for new applicants getting their names added to the voter list. Now, every new voter who gets his name included in the voter list by filling Form 6 will also have to give the details of the special intensive revision of his parents.
According to Election Commission officials, this rule is not limited to old voters only, but will also apply to applicants becoming first-time voters.
Why did the Election Commission make this rule?
- It will be easier to identify and match records of new voters.
- Applicants will have to submit less documents.
- This will help in identifying duplicate, dead, transferred and foreign voters.
- Applicants filling online Form-6 also cannot proceed with the application without filling this declaration.
Declaration form will have to be given along with Form-6
EC officials said that this declaration form was added with Form-6 during the SIR campaign launched in June 2025 in Bihar. New voters had to fill this declaration along with the application. However, the Commission clarified that no formal amendment has been made in Form-6, rather this declaration has been made mandatory by issuing instructions.
EC’s response to UN objections
The Election Commission has rejected questions raised by UN Special Rapporteurs on the transparency of the SIR. The Commission says that SIR is a completely constitutional and transparent process. Its objective is to include all eligible Indian citizens in the voter list and remove ineligible names.
No community is being discriminated against and if someone’s name is removed, he is given an opportunity to challenge it.

The Election Commission has implemented Special Intensive Revision or SIR in three phases. First phase, SIR was first implemented in Bihar. The final voter list has been released and the matter had reached the Supreme Court.
Second Phase: Second phase SIR took place in Uttar Pradesh, West Bengal, Gujarat, Madhya Pradesh, Rajasthan, Chhattisgarh, Tamil Nadu, Kerala, Goa, Puducherry, Andaman Nicobar, Lakshadweep.
Third Phase: The Commission has launched SIR in 16 states and 3 union territories. These include Andhra Pradesh, Arunachal Pradesh, Haryana, Jharkhand, Karnataka, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Sikkim, Telangana, Tripura, Uttarakhand, Delhi, Jammu and Kashmir and Chandigarh.

SIR: Revision of voter list is happening in India after 21 years
SIR (Special Intensive Revision) is the process of the Election Commission in which the voter list is completely checked and updated. Its purpose is to ensure that the voter list contains names of only eligible and correct voters.
SIR is happening in India after about 21 years. According to the Election Commission, before this such a big campaign was run across the country between 2002 and 2004. The Election Commission had said that the SIR process is being conducted for the eighth time in the country.
