An embankment is to be built on the Kali River flowing on the India-Nepal border in Dharchula, Uttarakhand from the Indian side. The workers who were building it were pelted with stones from Nepal. The people of Nepal chased away the Indian labourers.

Not only this, they kidnapped the JCB operator and took him with them. Kept him captive for about three hours. After this incident, the dispute between the two countries has deepened again.

After the incident, on Sunday, officials from India and Nepal inspected the spot and resolved the dispute. After this the JCB operator has been released.

The Irrigation Department is carrying out embankment construction work on the Kali River. This construction work has not been completed for the last two years.

What is the reason for the dispute? Nepal has objection to the embankment construction due to the high terrain of India and low lying area of ​​Nepal. Nepal believes that due to the construction of the embankment, the river will erode towards Nepal. India’s stand is that both will benefit from the construction work and will complete it in a balanced manner.

In 2013 itself, Nepal had constructed strong embankments for flood protection along the banks of Kali River. India did not oppose it then. Since India started the work, there has been stone pelting from Nepal about a dozen times.

In December 2022, the suspension bridge on the India-Nepal border in Dharchula, Uttarakhand was blocked after stone pelting.

Officers’ meetings have been held several times

After continuous stone pelting by Nepal, officials of both the countries have met twice at Dharchula CDO office and NHPC. In the meetings, Nepalese officials had assured action against those pelting stones. Despite this, stone pelting from Nepal continues unabated.

India is building embankments on its banks of the Kali River because the area gets submerged during heavy rains and the strong flow of the river causes Indian land to submerge in the Kali River.

Earlier incidents of stone pelting…

May 2023 : Two youths from Nepal suddenly pelted stones at the machines and laborers working in Ghatkhola village of Pithoragarh. After stone pelting, laborers working on the Indian border ran away to save their lives. The windshield of a JCB was broken in the stone pelting. On receiving the news, Nepal Police also arrived, but they neither stopped the youth who were pelting stones nor took any action against them.

December 2022: The incident of stone pelting on workers building the embankment took place on 4 December. The workers had to stop work. After this, when traders and local people protested from the Nepal side, they were beaten up. The Traders Board of Pithoragarh had closed the suspension bridge built on the Kali River. Also gave an ultimatum of 3 days and warned of a hunger strike.
