Ukraine has agreed to Trump’s peace proposal to end the ongoing war with Russia. According to CNN report, this claim has been made by a senior American official. Now only a few small issues remain to be resolved.
According to the American official, Ukraine has accepted the peace agreement. Only a few minor points remain to be discussed. Trump had presented a 28-point plan to stop war between the two countries.
Ukrainian President Volodymyr Zelensky was given an ultimatum of November 27 to accept this plan. Russia has already agreed to this plan.
However, this has not been said clearly from Ukraine’s side yet. Ukrainian official Rustam Umerev wrote in a post that after discussions in Geneva, there was substantial agreement between the two sides on the main terms of the agreement.
Rustam Umerev is the Secretary of National Security of Ukraine.
Ukraine wants Trump-Zelensky meeting
Ukraine has asked the US for time to meet President Volodymyr Zelensky and US President Donald Trump this week.
Rustam Umerev said his aim was to schedule Zelensky’s visit to the United States this month so the peace deal could be finalized. He said that after the last meeting held in Geneva, America and Ukraine have agreed on the main points of the agreement.
Rustam said that they are expecting cooperation from European countries.
Trump’s 28 point plan to stop Ukraine war
The Trump administration has prepared a 28-point plan after the meeting. According to this, Ukraine will have to give about 20% of its share to Russia. This includes the Donbass area of eastern Ukraine. Ukraine will be able to maintain an army of only 6 lakh soldiers.
Ukraine will not enter NATO. NATO forces will not remain in Ukraine. The plan states that if Russia accepts the peace proposals, all sanctions imposed on it will be removed. Besides, assets worth about Rs 2000 crore seized in Europe will also be defreezed.
British PM Keir Starmer, French President Macron and German Chancellor Friedrich Mertz said on Friday that their countries are with Ukraine.
Ukraine peace plan divided into four parts
This 28 point plan is said to be inspired by the Gaza Peace Plan of the Trump administration. US officials say that this plan has been prepared with input from both sides (Russia and Ukraine), but Ukrainian officials have claimed that they were not included in it.
The probable plan is divided into four parts-
1-7: Peace in Ukraine (regional and military arrangements)
- Complete Russian control of Crimea: Ukraine would recognize Russia’s permanent and full control over Crimea (under Russian occupation since 2014).
- Handing over Donbass: The remaining parts of the Donetsk and Luhansk regions (a total of 14.5% currently under Ukrainian control) would be handed over to Russia.
- Freeze line in Zaporozhye and Kherson: The existing battle lines in these southern areas will be permanently frozen.
- Donbass Demilitarized Zone: Donbass will be declared demilitarized, where neither Ukraine nor Russia will be able to deploy troops.
- Ukrainian army limited in size: Ukraine’s army will have to be reduced by 60% (maximum 4 lakh soldiers).
- Ban on long range weapons: Ukraine would not be able to use or maintain long-range missiles and other advanced weapons capable of attacking Russia.
- Military Withdrawal: Ukraine will completely withdraw its forces from Donbass.
8-14: Security Guarantees (for Ukraine and Europe)
- US Security Guarantee: The US would provide NATO-style security guarantees to Ukraine to protect it from future Russian aggression.
- European Security: A joint security system will be established under the leadership of America to protect Europe from Russian expansion.
- Permanent ban on NATO membership: Ukraine will make a written promise not to join NATO forever.
- Ban on Western peacekeeping forces: A complete ban on the deployment of NATO or Western peacekeeping forces in Ukraine after the ceasefire.
- Russian language and church rights: The rights of the Russian language, media, and the Russian Orthodox Church will be guaranteed in Ukraine.
- Restrictions on media and education will be lifted: Both Ukraine and Russia will lift any discriminatory restrictions on Russian/Ukrainian media and education.
- General amnesty for war crimes:The parties would also receive general amnesty for actions taken during the war (prohibiting war crimes trials against Russian officers and soldiers).
15-21: Security in Europe (regional stability)
- Role of the European Union: The EU will be included in the peace process, but military intervention will be limited.
- Border Security: Joint monitoring mechanism established on Ukraine-Russia border.
- Economic Reconstruction: Russia will compensate Ukraine for the reconstruction of occupied territories (including rent payments on Donbass).
- Navigation in the Black Sea: Joint agreement to ensure free navigation in the Black Sea.
- energy security: Measures to reduce dependence on Russian gas supplies for Europe, but also post-war recovery.
- humanitarian aid:Plan for immediate humanitarian assistance and refugee return to war-affected areas.
- Holding of elections: Free elections will be held in Ukraine within 100 days of the peace agreement.
22–28: Future US role (long-term relationship)
- US-Russia relations improving: Steps to normalize economic and diplomatic relations between the US and Russia.
- US-Ukraine Cooperation: Focus on economic and technical cooperation rather than military aid.
- Qatar and Türkiye’s mediation: Involvement of Qatar and Turkey as mediators in the peace process.
- Moscow’s Preconditions: Recognition of Russia’s 2024 preconditions (neutrality, territory).
- War break: SIf both sides agree, there will be an immediate ceasefire, and both sides will retreat to fixed points.
- Supervision: The Joint Commission (US, Russia, Ukraine) will monitor the agreement.
- Review: Review after 5 years of agreement, including resolution of territorial disputes.
