Bangladesh wants to include a ‘guarantee clause’ in the Ganga water treaty with India. Bangladesh Water Resources Minister Shahiduddin Chaudhary Ani said this during an event in Dhaka on Tuesday.

Shahiduddin said that if necessary, Bangladesh can also approach the international forum. Actually, the Ganga Water Treaty with Bangladesh will expire in December 2026. Under this agreement, arrangements have been made for sharing of Ganga water during the dry season.

In such a situation, Dhaka is demanding to include the provision of minimum water flow in the guarantee clause. Bangladesh says the current treaty does not provide water as needed during the dry season.

Know about the conditions of India-Bangladesh Ganga Water Treaty

When there is plenty of water in the river (more than 75,000 cusecs) – India retains 40,000 cusecs of water with itself and the rest is given to Bangladesh.

When water is slightly less (70,000 to 75,000 cusecs) – Bangladesh gets the fixed 35,000 cusecs of water and India keeps the remaining.

When water is very low (less than 70,000 cusecs) – Whatever water is available is divided half (50:50).

This agreement is applicable from January 1 to May 31. During this period the water in river Ganga remains relatively less.

Why does Bangladesh need guarantee?

Bangladesh says that there is a formula for sharing water in the current treaty, but there is no legal guarantee of getting the fixed quantity of water. Therefore he is demanding to add ‘Guarantee Clause’ in the new treaty.

The guarantee clause is a rule that ensures that the downstream countries get the water they need. This means that even if the water in the river decreases, a fixed amount of water will still be given to it.

Bangladesh wants that if there is less water in any year or for some reason the agreement is not followed, then how it will be resolved and whose responsibility will be what, it should also be clearly written in the agreement.

Bangladesh says that this provision was in the Ganga Water Treaty of 1977, but it was not included in the 1996 treaty. Therefore he is demanding to add this provision in the new treaty.
