Investigation by security agencies has revealed that Pakistan’s Intelligence Agency (ISI) and private tour operators there were weaving a web of espionage by sponsoring Indian citizens in the name of religious tours. In view of this, the Indian government has completely banned all types of private sponsored tours running from Pakistan. Now it will not be possible to go to Pakistan individually or through private agencies. Harkirat Singh, Tourism Incharge of Haryana Sikh Gurdwara Management Committee, also confirmed this and told Dainik Bhaskar that private sponsored tours have been stopped after the espionage case like Jyoti Malhotra was received. Earlier, people going to Pakistan used to contact the agencies there and arrange tour programs. After this, groups used to go there and do religious tours from here. How the game of sponsorship worked and what has changed now… Earlier rule (Private Sponsorship): Private tour operators of Pakistan (like travel agencies of Lahore and Islamabad) used to send sponsorship letters directly to Indian citizens, influencers and devotees. Instead, visas were easily obtained from the Pakistani High Commission in Delhi. According to the 2025 report of Punjab and Haryana Police, under this guise, Pakistani agencies used to come in contact with the travelers by luring them with accommodation, travel and providing facilities and then used to collect strategic and sensitive information related to India. New rule now (recognized only): The government has completely abolished private networks. Now only registered and constitutional religious bodies like Shiromani Gurdwara Parbandhak Committee (SGPC) and Haryana Sikh Gurdwara Parbandhak Committee (HSGMC) will be allowed to take groups within the prescribed limit for traveling to Pakistan. No private individual will be able to apply for a visa directly. A group of 2000 devotees will go from Haryana on Guru Parv. Meanwhile, on the auspicious occasion of Prakash Parv (Guru Parv) of Shri Guru Nanak Dev Ji, the Haryana government has started the process to visit Nankana Sahib and other historical Gurudwaras in Pakistan. Applications have been invited from Sikh Sangat to participate in the religious ceremonies to be held from 22 November to 1 December. Devotees can submit applications at their local level or District Deputy Commissioner’s office till 12th September. Police verification tightened, all applications will be collected with Haryana Sikh Gurdwara Management Committee (Kurukshetra). After this, the file for visa will be sent to the Home Ministry only after a thorough background check by the local police, CID and central intelligence agencies. Tourism in-charge is also under investigation in espionage case. The scope of investigation agencies is continuously increasing in the case of YouTuber Jyoti Malhotra, who is lodged in Hisar jail on charges of spying for Pakistan. Jyoti had contacted Harkirat Singh, tourism incharge of Haryana Sikh Gurdwara Management Committee, regarding Pakistan visa. After Jyoti’s arrest, Hisar Police and central agencies had strictly interrogated Harkirat Singh from Kurukshetra for several hours. Although he was later released, the police seized both his mobile phones and sent them for forensic examination.
