North Korea has made a major change in its constitution and nuclear policy and added a new provision. Now if the country’s Supreme Leader Kim Jong-un is assassinated or is no longer in a position to lead during a foreign attack, then North Korea will immediately launch a nuclear attack.

According to the report of British newspaper The Telegraph, this change was made after the attacks by America and Israel on Tehran in March. Iran’s Supreme Leader Ali Khamenei and many senior Iranian officials were killed in these attacks.

According to South Korea’s intelligence agency, these attacks forced Pyongyang to think and North Korea started fearing that in the future such a ‘decapitation strike’ i.e. an attack that eliminates the top leadership could be carried out against it too.

This new provision was adopted during the first session of the 15th Supreme People’s Assembly that began in Pyongyang on March 22. Later, South Korea’s National Intelligence Service informed senior government officials about this change.

Why was North Korea’s nuclear policy changed?

Defense experts believe that the attacks on Iran shook the leadership of North Korea. Seeing the speed and accuracy of the attacks, Pyongyang felt that foreign powers could conduct similar operations against Kim Jong-un and the North Korean military leadership.

Andrei Lankov, a professor of history and international relations at Seoul-based Kookmin University, told the media that the operation on Iran became a big warning sign for North Korea.

Lankov said Iran was a wake-up call. North Korea saw how effective US and Israeli decapitation attacks were, which quickly eliminated large sections of the Iranian leadership. Now North Korea must be very scared.

He also said that such a policy may have existed informally earlier, but now that it has been made a part of the Constitution, its importance has increased.

Difficult to attack in North Korea

According to experts, it would be much more difficult to carry out such an attack in North Korea than in Iran. North Korea is one of the most closed countries in the world. Foreign diplomats, aid workers and businessmen are closely monitored there, making intelligence gathering extremely difficult.

According to local Iranian media reports, Israeli intelligence agencies used hacked traffic cameras and digital surveillance systems to keep an eye on Iranian leaders.

However, it will be very difficult to do this in Pyongyang, because the CCTV network in North Korea is limited and the government has strict control over the internet system there.

Kim Jong-un is also considered very strict regarding his personal security. They usually travel with large groups of heavily armed bodyguards and avoid air travel. Instead they use armored trains for domestic and international trips.

North Korea fears satellite tracking technology

Professor Lankov said that North Korea now fears satellite tracking technology more than traditional espionage.

According to Lankov, if Kim Jong-un is attacked, North Korea’s military leadership will follow orders for nuclear retaliation, because officials there consider any foreign attack a threat to the country’s existence.

What other military steps is North Korea taking?

North Korea has also announced plans to deploy long range artillery systems near the border, increasing pressure on South Korea.

According to state news agency Korean Central News Agency (KCNA), Kim Jong-un recently visited a weapons factory and inspected the production of “a new type of 155 millimeter self-propelled gun-howitzer”.

This new artillery system can attack at a distance of more than 60 km and will be deployed near the South Korea border this year. Due to this, the capital Seoul can come under direct attack.

KCNA quoted Kim Jong-un as saying that the new howitzer system will bring significant changes and advantages to our army’s ground operations.

In recent years, relations between North and South Korea have deteriorated continuously, despite several peace efforts from Seoul’s side. Now North Korea has openly started calling South Korea its main enemy and has also removed references related to Korean unification from its constitution.

North and South Korea are technically still at war, as the 1950–1953 Korean War ended only with an armistice agreement, not a formal peace treaty.

North Korea has missiles that can reach America

At present, the exact figure of how many missiles North Korea has is not public. But according to experts’ estimates, North Korea has hundreds of ballistic missiles, which include short range, medium range and long range (ICBM) missiles.

ICBMs i.e. long range missiles are such which have the capability to reach America. North Korea has tested missiles like Hwasong-15, Hwasong-17 and Hwasong-18. The range of these missiles is considered to be around 10,000 to 15,000 kilometers.

This means that they can reach large parts of America. Some reports also believe that North Korea may have around 50–100 missiles capable of carrying nuclear weapons, but this is not a definite figure.
