A dispute between Haryana and Rajasthan Roadways over bus fare violations escalated following an incident involving a Haryana policewoman who refused to pay for her ticket while travelling on a Rajasthan Roadways bus. This incident sparked a wave of fines – known as “challans” – being issued to buses from both states.
The incident unfolded at a bus stop near Dharuhera in Rewari when a Rajasthan Roadways bus conductor requested fare of Rs 50 from a female cop whose refusal to pay led to a flurry of traffic violations. However, the policewoman paid the fare only after fellow passengers intervened into the matter.
A video capturing the confrontation has since circulated, adding to the public interest in the incident. The dispute led to both states naming it as “Jung-e-Challan” and police from both the states have begun issuing fines to each other’s buses.

In another incident, a Haryana Roadways bus travelling from Kota to Narnaul was detained overnight at a police station in Jaipur, where it was fined Rs 7,000. When questioned, the bus conductor cited the incident of the lady cop declining to pay for a ticket earlier. The conductor clarified that it was a Rajasthan Roadways bus, but the police woman retorted saying that it did not matter as they were in Haryana.
Haryana Transport Minister Anil Vij, however, said that the matter was resolved soon after discussions with officials, although tensions remain high. Vij confirmed that Haryana Police issued challans to 90 Rajasthan Roadways buses, while in retaliation, 26 Haryana buses were fined at bus stands in Rajasthan. While the number of fines has reportedly decreased since the initial incident, police continue to stop buses and record their details, causing frustration for Haryana Roadways drivers.
Vij also emphasised that the Haryana government is committed to improving infrastructure, announcing a Rs 93 lakh allocation for repairs at the Ambala Cantt bus stand.
The ongoing conflict highlights the challenges of interstate transportation and the enforcement of fare regulations, prompting calls for a resolution between the two states.
