Coempt EduTeck, formerly known as Globarena Technologies, has come under fresh scrutiny after answer-sheet mix-ups and scanning issues emerged during CBSE’s implementation of OSM.

The company at the centre of the Central Board of Secondary Education’s (CBSE) digital evaluation controversy is Hyderabad-based Coempt EduTeck, led by its Director and Chief Executive Officer (CEO) VSN Raju.
The firm, formerly known as Globarena Technologies, has come under fresh scrutiny after answer-sheet mix-ups and scanning issues emerged during CBSE’s first nationwide implementation of its On-Screen Marking (OSM) system for Class 12 board examinations.
Coempt Edu Teck is headquartered in Hyderabad and was previously known as Globarena Technologies Pvt Ltd. The company later changed its name to Coempt Edu Tech Pvt Ltd as part of what it described as a branding exercise in compliance with company law.
VSN Raju, who headed Globarena, continues to lead the company as CEO and Director.
The company provided “Onmark”, the digital platform used by CBSE for evaluating Class 12 answer books under the OSM system.
What we know about the CBSE-Coempt contract?
According to reports quoting officials, CBSE awarded the contract to Coempt on December 5, 2025. The board announced the nationwide rollout of OSM on February 9, 2026, just 66 days later.
Officials said the company secured the contract after quoting the lowest price among technically qualified bidders.
The procurement process followed two unsuccessful rounds of bidding before a vendor was finalised.
In the first tender, technical expertise carried 70 per cent weightage and financial capability 30 per cent. Officials said Tata Consultancy Services (TCS) was the only company to qualify, but the bid had to be cancelled because procurement rules do not permit awarding contracts based on a single bid.
The second round also failed to produce a successful bidder.
Why Coempt was selected?
Officials said Coempt and TCS both qualified in the final round and held Capability Maturity Model Integration (CMMI) Level 5 certification, the highest level of process maturity certification.
During the financial bid stage, Coempt reportedly quoted Rs 24.75 per answer sheet, including taxes, while TCS quoted around Rs 65 per answer sheet including taxes.
Officials said procurement rules required the contract to be awarded to the lowest qualified bidder.
Answer-sheet errors
CBSE has acknowledged around 20 cases of answer-sheet mismatches during the evaluation process. Officials said nearly 98 lakh answer books were processed and maintained that mistakes can occur in both manual and digital systems.
The board said it is examining how the mismatches occurred and is working to make the system “absolutely glitch-free”.
Under the contract, penalties are prescribed for scanning-related errors. A wrongly scanned or mismatched answer book attracts a penalty of Rs 4,000, while partially scanned copies carry a penalty of Rs 8,000. Completely unscanned answer books attract a penalty of Rs 15,000.
Telangana controversy
The controversy has also drawn political attention.
Congress leader Rahul Gandhi questioned the award of the contract, citing the company’s past record and alleging links between Coempt’s management and the Modi government.
The company’s earlier avatar, Globarena Technologies, was associated with the 2019 Telangana Intermediate Board examination controversy, where technical and administrative lapses led to result discrepancies and 23 student suicides.
CBSE rejected the allegations as “erroneous, misleading and not based on facts”, saying all procedures had been followed.
Officials said courts had examined litigation linked to the company’s work in Telangana and found no wrongdoing. They added that a Special Leave Petition later filed in the Supreme Court was dismissed.
VSN Raju has denied any breach in the platform and claimed that 95-97 per cent of students seeking scanned answer booklets received them.
Officials also said Coempt currently handles digital evaluation and post-examination management work in Andhra Pradesh, Telangana, Tamil Nadu and Gujarat.
Meanwhile, CBSE officials said scanned copies of answer scripts are likely to be made available through DigiLocker from next year. The move, according to officials, is aimed at improving transparency in the post-result verification process.
