Delhi Police have arrested 24-year-old Nadeem Ahmed, accusing him of creating and circulating an AI-generated video that purportedly showed Additional DCP Vivek Bhagat sexually harassing a woman journalist. Police allege that Ahmed used artificial intelligence tools to fabricate the objectionable material and circulate it on social media in an attempt to create tension and disturb public order. Investigators are now probing whether he acted alone and whether other people were involved in the alleged conspiracy.

Ahmed, who has around 24,000 followers on Instagram, describes himself as an independent journalist. According to authorities, he started his YouTube channel during the protests against the Citizenship Amendment Act (CAA). His digital footprint and activities on the platform are now under scrutiny as investigators try to establish whether he acted alone or was part of a larger network.

The arrest comes against the backdrop of a separate controversy over allegations of sexual harassment involving Delhi Police personnel during an October 3 protest at Jantar Mantar against Chief Election Commissioner Gyanesh Kumar. Three women journalists had alleged sexual harassment by police personnel while covering the demonstration. Their complaints are being examined by the Delhi Police Crime Branch.

Police have stressed that the AI-generated material is separate from those allegations and have registered a case over the creation and circulation of the purportedly fake content.

Who Is Nadeem Ahmed?

According to Delhi Police, Ahmed is a 24-year-old resident of Haryana who describes himself as an “independent journalist”. Police said he started a YouTube channel around April this year.

Investigators have also shared details about his educational background, saying Ahmed had studied at a madrasa in Saket and had failed his Class 10 examination. Police are examining his digital activities as part of the investigation into how the allegedly fabricated content was created and disseminated.

The bigger question for investigators is whether the video was the work of an individual acting on his own or whether there was a wider network behind it. Police have said they are probing whether Ahmed received any funding and whether others were involved in producing or circulating the material.

Delhi Police allege that Ahmed created the material using AI tools and subsequently circulated it on social media.

According to police, Ahmed himself told investigators that he used an AI tool to create the disputed footage. He also allegedly admitted that his objective was to tarnish the image of the Delhi Police and create an atmosphere of unrest.

Based on his statement, authorities have begun looking into his sources of funding and associates, raising the possibility that the investigation could extend beyond the 24-year-old YouTuber.

The Delhi Police have separately denied allegations that women protesters were assaulted and described some of the claims as “baseless and misleading”. Meanwhile, the Crime Branch is examining the complaints made by the journalists.

Bhagat himself has since stepped aside from an additional charge following the allegations. The Delhi government said the arrangement involving 12 officers had been initiated before the allegations emerged, but Bhagat requested not to take up the additional responsibility until an inquiry was completed.

What Charges Does Ahmed Face?

Police have invoked several provisions of the Bharatiya Nyaya Sanhita (BNS) against Ahmed, including Sections 353, 352 and 336, besides other provisions.

Section 353 deals with statements conducing to public mischief and covers the publication or circulation of false information, rumours or reports, including through electronic means, in circumstances specified by the law.

Section 352 deals with intentional insult with intent to provoke a breach of peace.

Section 336 relates to forgery. Its use in an AI-generated-content case is significant because it illustrates how existing criminal provisions can be applied to digitally fabricated material. In another recent Delhi case involving an AI-generated video targeting Prime Minister Narendra Modi, police had also invoked Section 336 along with provisions concerning forged electronic records, intentional insult, defamation and criminal conspiracy.

The exact application of these provisions in Ahmed’s case will ultimately depend on the evidence collected during the investigation and the prosecution’s case.
