The Central Government on Saturday released the draft rules of VB-G RAM G (Developed India Guarantee for Employment and Livelihood Mission-Rural). This new law will be applicable in all states and union territories from July 1. The government has also sought suggestions from people and organizations on the rules. With this, Mahatma Gandhi National Rural Employment Act (MGNREGA) will be abolished.
Rural Development Ministry officials said that these rules have been prepared under Section 33 of the Act and other related provisions. These have been made public before final approval, so that opinions of states, experts and common people can be taken.
All parties will be able to give their opinion
The draft rules also mention the expenditure of those union territories which do not have an assembly. Officials say that the purpose of these rules is to create the necessary administrative, financial and monitoring system to implement the law throughout the country. The government wants all parties to be able to give their opinions before finalizing the rules.
There will be changes in the new scheme from MNREGA like this
- The draft rules also spell out the process for transition from MGNREGA to VBG RAM G. VBG RAM G will be the new rural employment guarantee scheme, which will replace the existing MNREGA.
- Ongoing work will not stop during the changeover. Old liabilities will be paid and necessary records will be transferred to the new system. Job cards verified through e-KYC will also remain valid.
- Until the state issues a notification to implement the new scheme, the existing rights of the workers will also continue. This information has been given by officials of the Ministry of Rural Development.
New law will provide more work
The government said that under the new law, every rural family will now be guaranteed 125 days of work in a year, which was earlier 100 days. With this, families living in villages will get more work and their economic security will be strengthened.
Under Section 22 of the Act, the expenses of this scheme will be jointly borne by the Central and State Governments. In normal states, the distribution of expenditure will be 60 percent between the Center and 40 percent of the state.
At the same time, in the North-Eastern states, hilly states and union territories like Uttarakhand, Himachal Pradesh and Jammu and Kashmir, the central government will bear 90 percent of the expenditure.
According to Section 6, State Governments will be able to control the work awarded under the scheme for a maximum of 60 days in a year during peak farming periods, such as sowing and harvesting.
