The Sports Ministry has notified operational rules for the National Sports Tribunal and National Sports Board, paving the way for a new sports governance system.

The Sports Ministry on Tuesday notified the operational rules for the soon-to-be-formed National Sports Tribunal and National Sports Board, taking another step toward implementing the National Sports Governance Act passed last year.
The ministry said a dedicated digital portal will be created for filing disputes, conducting virtual hearings and maintaining legal records linked to sports governance cases.
The National Sports Tribunal (NST) will function as an independent adjudicatory body for sports-related disputes in India and is expected to reduce reliance on civil courts.
According to the notification, the tribunal’s digital framework will include “submission of disputes, notices, responses, documents and clarifications, as well as communication from the Tribunal, publication of orders, virtual hearings and maintenance of records related to proceedings and orders.”
The government said the aim is to ensure “independent, speedy, effective and cost-efficient disposal of disputes relating to sports governance and administration.”
While the final strength of the tribunal has not yet been specified, the ministry reiterated that a search-cum-selection committee headed by the cabinet secretary is currently being formed to oversee appointments.
The rules also state that if a serving Supreme Court or High Court judge is appointed as chairperson or member of the tribunal, the individual must either resign or seek voluntary retirement before joining the body.
Meanwhile, the National Sports Board (NSB) will act as the central authority responsible for granting recognition to National Sports Bodies and monitoring compliance with governance, financial and ethical standards.
The Board will consist of a chairperson and two members, all serving three-year terms. Members cannot be older than 65 years.
Apart from granting affiliation, the NSB will maintain a roster of the National Sports Election Panel and a register of affiliate units linked to National Sports Bodies.
The Board will also have powers to frame model guidelines and regulations related to sports governance, giving it a significant role in shaping the administrative structure of Indian sport going forward.
