Road tax-registration free on EVs in Delhi: Rebate on vehicles up to ₹30 lakh; Petrol-CNG two-wheelers will be discontinued from 2028

The Delhi Cabinet has approved the new electric vehicle policy on Monday, June 29. Under this, now electric cars priced up to ₹ 30 lakh in Delhi will be completely exempted from road tax and registration fees.

This decision has been taken to deal with the serious problem of increasing air pollution in the capital, especially during winters, and to promote cleaner transport.

Chief Minister Rekha Gupta said that after getting approval from the Cabinet, this policy will now be sent to Lieutenant Governor Taranjit Singh Sandhu for approval.

This new policy is planned to be implemented from July 1 and will remain effective till March 31, 2030.

How much subsidy will be given on which vehicle?

Officials have made it clear that there will be no subsidy for hybrid vehicles. This policy completely focuses on zero-emission vehicles.

When will petrol-CNG vehicles be banned?

Under the policy, Delhi government has prepared a plan for phased transition…

• From 1 January 2027: Only electric auto rickshaws will be registered in Delhi.
• From 1st April 2028: Registration of new petrol and CNG two-wheelers will be completely stopped and in their place only electric models will be registered.

Investment of ₹15,000 crore expected from the policy

Announcing the cabinet decision, CM Rekha Gupta said that it is indeed a historic day. Our aim is to implement Delhi EV Policy from July 1. After the approval of the Lieutenant Governor, it will remain in force till March 31, 2030.

The government expects benefits and investments of about ₹15,000 crore under this policy in the next four years. Of this, about ₹7,000 crore will be spent on incentives, while ₹8,000 crore is earmarked for EV infrastructure development and tax concessions.

The main objectives of this policy are to increase adoption of EVs, increase charging infrastructure, promote vehicle scrapping and reduce vehicle pollution.

32,000 charging points will be built, separate portal for incentives

To support the EV transition, the Delhi government has set a target of creating 32,000 charging points across the capital. Land has also been identified to prepare the necessary infrastructure for this. Along with this, an online portal will also be developed for applications related to EV incentive.

Chief Minister Gupta said that the scope of this policy includes two-wheelers, three-wheelers, four-wheelers, N1 trucks and rural service vehicles. The special thing is that this policy has been designed in such a way that no cap has been imposed on the number of vehicles eligible for the incentive.

What are N1 category trucks?

In the policy, a subsidy of ₹ 1 lakh has been fixed for N1 category electric trucks. N1 category includes those light commercial vehicles, which are designed for transportation or transportation of goods.

The maximum gross vehicle weight of these vehicles should not exceed 3,500 kg. Generally small elephants or similar small loading tempos fall in this category.
