In the country’s capital Delhi, where 3 crore 40 lakh population is forced to live under the shadow of poisonous air and ‘smog’ every winter, there is a syndicate running right under the nose of the administration which is filling people’s lungs with poison for a few rupees. ‘Aaj Tak’s sting ‘Operation Laxman-Rekha’ has made sensational revelations about the ongoing PUC (Pollution Under Control) certificate scam and illegal entry of banned buses in Delhi and NCR.
The investigation revealed that Delhi And many PUC (Pollution Under Control) centers in adjacent Ghaziabad are openly issuing certificates without checking the vehicles. People like Harsh Khanna, director of the authorized PUC center located at Gokulpuri Road, Santosh and Bhim Mavi of Loni-Bhopura Road were making PUC certificates for Rs 300-400 only on the basis of the picture or video of the vehicle.
Open game of fake PUC
To control pollution, the government has made PUC certificate mandatory, but investigation revealed that it has become only a paper requirement. Many such people were captured in Aaj Tak’s intelligence cameras who are openly issuing fake PUCs. Our undercover team reached the authorized PUC center P-1083 located on Gokulpuri Road, Delhi. Here the center operator Harsh Khanna agreed to make PUC certificate only on the basis of photo without any vehicle inspection. Despite the government rate being Rs 95, fake PUC was issued for Rs 400 in cash.
During the sting, valid PUC certificates were issued within minutes of sending the photographs of a BS-4 car (DL12CH0139) and a bike (DL5SCP9887) parked at Jyoti Nagar police station in Delhi, whose PUCs had expired months ago. Upon investigation, these certificates were found to be correct on the government portal.
Ghaziabad Same story in me too
After this, our team went to the center of Ghaziabad to find out that unlike Delhi, rigging is not happening here in the name of PUC. A person named Santosh was found at the PUC center located at the CNG pump located on Loni-Bhopura road. He also agreed to make PUC without checking the vehicle. Now we had to send the photo of the number plate of any vehicle to Santosh. The question was whether PUC certificate can also be made for the vehicle parked in the warehouse of the police station. We sent a photo of the car parked at Bhajanpura police station, whose number is DL8CW3207. Its PUC has expired in 2023 and the condition of the vehicle is such that it is not possible to move from here. Similarly, the picture of a bike whose number was DL5SBC2655 was sent to Santosh through WhatsApp. Within a few minutes, the PUC of the vehicles parked in the police station was prepared and came to us. This PUC certificate also turned out to be correct.
After exposing this fraud, the team reached another PUC checking center on Loni-Bhopura road. Met Bhim Mavi here. We talked to him about getting the certificate made without bringing the car, he also agreed, but on one condition. That was that instead of a picture of the car, a video was needed. We did as Mavi said. Sent the video of the car to Mavi and the PUC certificate of the car arrived. During the investigation, it was revealed that the PUC centers in Delhi and Ghaziabad have links to many states, because the picture was sent to the center in Ghaziabad and the PUC certificate was found from the Haryana Transport Department.
Now the question is, how is the business of the enemies of the country like Harsh Khanna, Santosh and Mavi, who distribute licenses to spread pollution in Delhi, going on? The answer to this is the nexus between the Transport Ministry and the PUC Centre. The work of distributing the license of PUC center is of the State Transport Department. It is the responsibility of the state transport department to keep an eye on the PUC centre. In such a situation, such corruption is not possible without the connivance of the transport department.
‘Operation Lakshman Rekha’ woke up officers
As soon as the PUC center giving certificate of pollution in Delhi was exposed on Aaj Tak, Rekha Gupta government came into action. Delhi government has announced to tighten the noose on the corruption going on in PUC centres. The government said that the license of unmasked PUC centers will be canceled and 800 PUC centers in the capital will be investigated. During this period, action will be taken against those who violate the rules. On the other hand, Ghaziabad Transport Department also lost sleep after Aaj Tak’s revelations. Ghaziabad RTO has given instructions to cancel the license of PUC centres.
Banned buses running on Delhi roads
On one hand, Delhi High Court is commenting that a person breathes 21,000 times a day, while on the other hand, BS-3 and BS-4 Khatara buses are entering Delhi indiscriminately. The question is who is responsible for this? When people are suffocating due to pollution, the courts seem concerned. Then what are those opportunities, which are giving entry inside Delhi to the daggar buses which increase the AQI of Delhi.
On Aaj Tak’s camera, bus owners and helpers admitted that they enter the restricted areas by ‘bribing’ the police and toll (a bribe of about Rs 200). Additional CP of Traffic Police Dinesh K. Gupta claimed that there is ’round the clock’ surveillance on the borders, but in reality, 2017 model diesel buses are carrying passengers in areas like Kabir Nagar of Delhi, flouting Grape-4 rules.
Even though now the restrictions of Grape 4 have been lifted in Delhi, these buses were captured in Aaj Tak’s cameras when Grape 4 was in force. When the bus should not have even been seen here. But despite being BS-3, it entered Delhi and also left with passengers. The helpers and owners of buses number UP22AT0875 (2017 model, Euro-3 diesel) and UP38AT2453 admitted on camera that everything is fine. A bus owner told that one can enter Delhi by paying a toll of Rs 200 and there is no one to stop him.
Stage-6 i.e. BS-6 has been implemented in India from 2020. Earlier there were BS-4 and BS-3 vehicles, which are completely banned in Delhi. Despite this, these buses are running on the roads of Delhi every day.
