Pakistan was removed from the gray list in 2022.
After the Pahalgam terror attack in India, Pakistan’s problems may increase once again. The international body FATF (Financial Action Task Force) is preparing to put Pakistan in the gray list for the fourth time.
In the recent FATF meeting in France, India has raised the issue of funding and government support to Pakistan’s terrorism. According to Moneycontrol, FATF can release a report on Pakistan and put it on the gray list in the end of June or early July.
26 people were killed in a terrorist attack in Pahalgam. FATF condemned this and said that such attacks are not possible without funding.
In response, understand what disadvantage will be done to Pakistan in the gray list… ..
Question: What is FATF and what does gray list mean?
answer: FATF means Financial Action Task Force is an international organization that monitors money laundering (white money) and funding activities that fund terrorism.
Countries are poured into the gray list, which fail completely to stop terrorism funding or money laundering. Such countries are monitored, and they find it difficult to get foreign funding.

Question: Why is there talk of putting Pakistan in the gray list?
answer: India says that Pakistan has failed to stop funding activities to terrorism. Especially after the terrorist attack in Pahalgam in Jammu and Kashmir on 22 April 2025, India has given evidence to FATF that Pakistan is giving funding and safe refuge to terrorists. FATF also condemned this attack and said that such attacks without money and network were not possible.

Question: What did India do in this matter?
answer: India has presented strong evidence against FATF against Pakistan. India said that Pakistan has lashed out in making laws against terrorism and punishing terrorists. India shared intelligence information with more than 200 FATF member countries and demanded to put Pakistan on the gray list at the next meeting of the Asia-Pacific Group (APG) to be held in August 2025 and the next meeting of FATF in October 2025.
Question: What do Pakistan have to say on this?
answer: Pakistan claims that it has fulfilled the terms of FATF and India is just trying to discredit it.
Question: What has FATF decided so far?
answer: FATF condemned the Pahalgam attack and said that terrorism needs to take more strict steps to stop funding. But it is not yet clear whether Pakistan will be put in the gray list or not. FATF said it would release a detailed report on terrorist funding in a month.
Question: What will happen if Pakistan comes in the gray list?
answer:
- Putting on the gray list will affect Pakistan’s economy. Foreign investment and loans from institutions like IMF, World Bank can be difficult. This can lead to Pakistan’s already weak economy and pressure.
- Pakistan’s economic image will be tarnished after coming in the gray list. Foreign investors and international banks will shy away from paying money to Pakistan, which will reduce dollars and investment in the country.
- Institutions like IMF, World Bank impose strict conditions to give loans or can also refuse to give loans.
- Pakistan’s economy becomes further weakened due to lack of foreign capital. Forex reserve shortage will increase inflation and increase the burden on the general public.
- After coming to the Gray list of FATF, every major financial deal, transactions and banking activities of Pakistan will be strictly monitored. Many times transactions can also be delayed or banned.
