Iranian Supreme Leader Mojtaba Khamenei said Tehran will introduce sweeping new legal and administrative rules governing the Strait of Hormuz, vowing to dismantle what he called American “exploitation” of one of the world’s most strategically vital waterways.
In a strongly worded statement, Mojtaba Khamenei accused Washington of being “the cause of instability in the region” and warned that foreign actors who “commit evil have no place except in the depths of the waters.”
“We will introduce new legal rules and administration for the Strait of Hormuz,” Mojtaba Khamenei said, adding, “The future of the region will be without American presence and in service of the security and well-being of its peoples.”
The United States initiated a naval blockade of the Strait of Hormuz on April 13 as part of a broader campaign involving Israel, aimed at pressuring Tehran into concessions on its nuclear programme. The Strait of Hormuz, the narrow passage between Iran and Oman connecting the Persian Gulf to the Arabian Sea, handles a significant share of the world’s seaborne oil trade.

Mojtaba Khamenei framed Iran’s ambitions not merely as a challenge to Washington but as a regional benefit.
“The new management of the Strait of Hormuz will bring calm and progress, in addition to economic benefits for all Gulf countries,” he said, casting Iran and its Gulf neighbours as sharing a “common fate” against outside interference.
He also questioned the value of American military installations in the region.
“The illusory American bases in the region are incapable of securing themselves, so how can they guarantee the security of the countries dependent on them?” he said.
