IPS Puran Kumar Suicide Case: After a wait of eight days and the second suicide within a week, the wife of senior Haryana cadre IPS officer Y Puran Kumar finally gave written permission for the post-mortem of Puran Kumar on Wednesday morning. After giving permission for post-mortem, Puran Kumar’s family identified his body kept in the mortuary. After all this action, a board of doctors, in the presence of a magistrate and forensic team, conducted the post-mortem of Puran Kumar’s body at Chandigarh PGI. Videography of post mortem has also been done.

After post-mortem, Puran Kumar’s body was handed over to his family. The body was first brought home from the hospital and then after 4 pm, the body was taken from home for the last journey to the cremation ground in Sector 25, Chandigarh, where Y Puran Kumar was cremated with full state honours.

Earlier on Tuesday, Chandigarh Police had approached the court for post-mortem. To seek permission that since the family is not ready, the court should allow the post-mortem of Puran Kumar’s body in the presence of a magistrate. But before the court could hear it, on Wednesday morning Puran Kumar’s IAS wife Amneet P Kumar gave written permission to the Chandigarh Police to conduct the post-mortem.

In this regard, a press note was also issued by Amneet Kumar. In which Amneet Kumar has written that Chandigarh Police and Haryana After the government assured me that those responsible for Puran Kumar’s death would not be spared and the entire investigation would be conducted honestly, I gave permission for the post-mortem to be conducted.

He has also written that for the sake of justice and investigation, it is necessary to conduct post-mortem at the right time. Therefore, he gave his consent to this. Amneet Kumar has also said that he has full faith in the judicial system and the police. I will also extend my full cooperation to the investigation team so that the truth can come out.

On the other hand, the body of ASI Sandeep Lather posted in Cyber ​​Cell of Rohtak is now waiting for post-mortem. Just like IPS Puran Kumar, Sandeep’s family has also refused to give necessary permission for post-mortem. Their demand is that first there should be a judicial inquiry into Sandeep’s death and action has been taken against those responsible for Sandeep’s death.

Sandeep’s family also demands that an FIR should be registered on the basis of the video statement that Sandeep recorded before his death as well as his last statement through video. Actually, in this video Sandeep has directly accused IPS Y Puran Kumar and his family of corruption. Sandeep Lather has said a lot about late Puran Kumar in his last video.

This would probably be the first and only case in the country, when a senior IPS officer commits suicide and the senior IAS wife of that senior IPS officer files a report in the police station. In this report, she demands the arrest of the top police officer of the state i.e. DGP and an SP for the suicide of her IPS husband. That too on charges of instigating suicide.

Before the IAS officers look into the wife’s complaint, let us take a look at the suicide note of IPS officer Y Varun Kumar, who committed suicide, in which he has held a total of 15 IAS and IPS officers responsible for his death. These are those 15 IAS and IPS officers of Haryana state-

Y Puran Kumar, a 2001 batch IPS officer of Haryana cadre, committed suicide by shooting himself while sitting on a recliner chair in the basement of his house in Chandigarh on the afternoon of 7 October. A suicide note of 9 pages was found from the same room, in which in the first 8 pages, Puran Kumar had written the reason for suicide along with the names of 15 IAS and IPS officers. Whereas on the ninth page he had written his will. At the end of the suicide note, Y Puran Kumar had signed his signature and also wrote the date of death. The signatures that Puran Kumar signed on the suicide note were in green ink.

At the end of the suicide note, Puran Kumar wrote the names of Haryana DGP Shatrujit Kapoor and Rohtak SP Narendra Bijarnia and wrote, ‘An attempt is being made to implicate me in a false case under a conspiracy. So that their honor can be hurt. However, no action was taken on the complaint I had made against SP Bijarnia. I can no longer tolerate the constant harassment, social exclusion, mental pain and torture caused by casteism any longer. That is why I have taken this decision to end all this.

Actually, this is the FIR which Puran Kumar has mentioned at the end of the suicide note. This FIR was registered at Rohtak’s Urban Estate Police Station about 24 hours before his death. In this AFIR, Puran Kumar’s former staff head constable Sushil Kumar was arrested on October 6, as soon as the FIR was registered, on the charge of demanding Rs 2.5 lakh from a liquor businessman. In this AFIR, Puran Kumar was also mentioned in the same bribery case. That is why in the suicide note, Puran Kumar wrote that the DGP, along with the Rohtak SP, is trying to implicate him in a false case as part of a conspiracy.

After the death of Puran Kumar, in the complaint lodged by his wife IAS officer Amneet Kumar with the police, the names of DGP Shatrujit Singh Kapoor and Rohtak SP Narendra Bijarnia have also been mentioned. Not only has the name been written, but on this basis Amneet Kumar has demanded immediate arrest of the DGP and SP so that they cannot destroy the evidence.

After the suicide note and complaint of Amneet Kumar, Haryana government has sent DGP Shatrujit Singh Kapoor and Rohtak SP Narendra Bijarnia on leave till further orders. OP Singh has been made the acting DGP of Haryana in place of Shatrujit Singh Kapoor.

Overall, in this 8-page suicide note, Puran Kumar has complained about the ongoing discrimination on the basis of caste in the Haryana Police Department, promotion, transfer and not providing government facilities as per the rank. These are all the same complaints which he had also made in the Punjab and Haryana High Court in the last three-four years. Because of which all his seniors were angry with him.

Apart from the suicide note, Puran Kumar’s wife IAS officer Amneet Kumar has lodged a complaint with the Chandigarh Police. In this 4-page complaint, he has directly held DGP Shatrujit Singh Kapoor and Rohtak SP responsible for the death of Puran Kumar and demanded their immediate arrest.
