1. New retention rule of IPL
Now franchise teams can retain 6 players before the IPL mega auction. In which maximum 5 international and 2 uncapped players can be included. International player can be from any country, but uncapped player must be from India only.

If teams retain 3 players, they will be left with only 3 RTM cards in the auction. Similarly, if 4 players are retained then 2 RTM cards will be left in the auction.
Right to match cards are given to teams in the auction. Suppose, Chennai Super Kings retained 5 players and they have one RTM card left. The team could not retain Moeen Ali. Now if Hyderabad buys Moeen in the auction by paying Rs 6 crore, then Chennai can keep Moeen in its team by using its RTM card.
This time a new rule was added in RTM, the bidding teams will have a chance to increase the price of the player. Like Hyderabad bid Rs 6 crore on Moeen and CSK used RTM card. So Hyderabad can increase that price to Rs 9 or even Rs 10 crore. Now if CSK uses RTM card then they will have to buy Moeen at an increased price. If CSK does not use the RTM card, then Moeen will be in Hyderabad at an increased price.

3. 6 players will be retained for Rs 79 crore
The purse limit of IPL teams has also been increased to Rs 120 crore, earlier it was Rs 100 crore. Rs 18 crore will be spent on retaining the first player, Rs 14 crore on the second player and Rs 11 crore on the third player. If only 3 players are retained then Rs 43 crore will be spent from the purse.
If teams retain the fourth player, they will have to pay him only Rs 18 crore. And Rs 14 crore will have to be spent for the fifth player. It will cost only Rs 4-4 crore to retain an uncapped player. The last date for submitting player retention is 31 October 2024 till 5 pm.
If teams retain 5 internationals and one uncapped player, then Rs 79 crore will be spent from their purse. If the teams retain 4 international and 2 uncapped players, then Rs 69 crore will be spent from the purse. If only 5 international players are retained then Rs 75 crore will be spent from the purse.
4. Rules become stricter for foreign players
Now foreign players will have to register in the mega auction to participate in IPL. If they do not register, they will not be allowed to participate in the next mini auction. If any foreign player withdraws from the tournament after being sold in the auction, he will be banned for the next 2 seasons. This means he will not be able to participate in the next two auctions. However, if the player is injured then he will not be banned, but for this he will have to take permission from his national board.
5. Foreigners will not get more than ₹18 crore
For the first time, there was a rule on the amount paid to foreign players in IPL. In the mini auction, foreign players will not get the highest retention value of more than Rs 18 crore. Or if the most expensive Indian player is sold for Rs 16 crore in the mega auction, then the foreign players will not get more than Rs 16 crore in the mini auction.
Suppose, Mumbai Indians retained Suryakumar Yadav for the highest retention price of Rs 18 crore. Now, even if Rinku Singh was the most expensive in the mega auction, his price remained only Rs 15 crore. So in the next mini auction, the foreign player will not get more than Rs 15 crore.
At the same time, if Rinku Singh was bought for Rs 20 crore in the mega auction, then in the next mini auction the foreign player will not get Surya for more than Rs 18 crore. Here, foreign players will get the amount which is the lowest between the highest price of retention and mega auction.
However, teams can also buy foreign players by bidding Rs 20, 25 or 30 crores. The same amount will be deducted from his purse as he bid, but the player will get only Rs 15 or 18 crores. The remaining amount will go to BCCI, which the board will spend on its players.
6. Dhoni will be able to play for Rs 4 crore due to uncapped player rule
The uncapped player rule also returned in IPL. This rule remained in place from 2008 to 2021, but no one used it. Now it is making a comeback. Under this, teams will be able to retain any Indian player who played his last international match 5 years ago as an uncapped player.
Like, former captain MS Dhoni who led Chennai Super Kings to 5 IPL titles. He played his last match for India in 2019, 5 years have passed since then. Therefore, CSK can retain him as an uncapped player for only Rs 4 crore.
