The First Information Report (FIR) registered in the death by suicide of senior IPS officer Y Puran Kumar has revealed the initial sequence of events in the matter. According to the FIR, Puran’s body was found inside the soundproof basement of his residence in Sector 24A, Chandigarh. The officer reportedly shot himself at point-blank range, and a firearm was recovered from the scene, states the FIR.

According to the FIR registered recently, a local MLA from Bathinda, Amit Ratan, was already present at the location when police arrived. The FIR states that the police control room was alerted about the incident around 1:40 pm, following which investigation teams reached the spot.

The MLA, along with a senior police officer, went to the basement and found the body of the IPS officer, the FIR reveals.

The officer’s body was found lying on a sofa inside the soundproof room, with a gunshot wound on the right side of his head. A pistol and an empty cartridge were recovered nearby. Forensic teams from CFSL Chandigarh and CENCOP examined the scene and collected evidence.

During the inspection, investigators recovered a handwritten declaration dated October 6 and a final note dated October 7. The note mentioned prolonged mental harassment faced by the officer. Both documents were seized and sent for legal review.

Over a dozen top officers have been named in the FIR: Former DGPs, former Chief Secretaries, current SP Rohtak, and current DGP of Haryana.

The names in the note found by the police and the complaint given by the wife of Puran include Shatrujit Kapoor (IPS, DGP Haryana), Sanjay Kumar (ADGP), Pankaj Nain (IGP), K. Ramachandran (IPS), Sandeep Khirwar (IPS), Sibash Kaviraj (IPS), Manoj Yadav (former DGP, IPS), PK Agarwal (former DGP, IPS), TVSN Prasad (IAS), Amitabh Dhillon (ADGP), Narendra Bijarniya SP Rohtak, Sanjay Kumar IPS.

The officer’s wife, Amneet P Kumar, an IAS officer, was in Chandigarh on official duty at the time of the incident.

Based on the legal opinion received, police have invoked sections of the Bharatiya Nyaya Sanhita (108) along with relevant provisions of the SC/ST Act, indicating that offences may have been committed by certain individuals named in the deceased’s note.

An FIR has now been registered, and the investigation has been handed over to a senior officer. The body was sent for post-mortem examination at Government Medical College and Hospital, Sector 32.

Authorities have assured a detailed and impartial probe into the circumstances surrounding the officer’s death. The family has been informed of their rights to legal aid through the District Legal Services Authority.

His wife, who was returning from an official trip to Japan, says she learned of the tragedy while en route to India. Her complaint claims her husband’s death was “not an impulsive act, but the tragic result of years of humiliation, caste-based bias, and systematic harassment by senior officers”. “This is not an ordinary suicide,” she wrote. “It is a case of systematic persecution of a Scheduled Caste officer—driven to death by powerful and high-ranking officials who used their authority to mentally torture him and destroy his dignity.”
