A senior IAS officer in Jammu and Kashmir has sparked a controversy after allegedly abusing a woman JKAS officer during an online review meeting and threatening to recommend her dismissal from service.

Kumar Rajeev Ranjan, Administrative Secretary for Labour and Employment in the J&K government, allegedly used words such as “bloody shit” and “stupid” against Assistant Director Beenish Wani during a discussion on the National Rural Livelihood Mission (NRLM) and Mission YUVA.

The incident came to light through a purported video of the meeting.

‘I Am Your Boss, Stupid’

Ranjan, a 2010-batch IAS officer, repeatedly interrupted Wani as she briefed the meeting on the targets achieved by her office. Wani, a 2015-batch JKAS officer, was attending the meeting through video conferencing.

When she tried to explain that NRLM was being used as a supporting agency, Ranjan allegedly told her to “shut up” and asked her to remain silent.

“I can always talk like that. I am your boss, stupid,” he said, according to the purported video.

When Wani objected to being called “shit”, Ranjan directed another woman officer present in the room to prepare a suspension order against her.

“It is fine, you can suspend,” Wani replied.

Ranjan then asked his subordinate to record Wani’s response and write to the General Administration Department (GAD) about how she should be removed from service.

JKAS Fraternity Demands Inquiry

The JKAS fraternity on Thursday condemned the alleged abuse and public humiliation of Wani and demanded an impartial inquiry.

It said that while administrative accountability and performance reviews were necessary, they could not justify abusive language, intimidation or conduct that undermined an officer’s dignity.

The fraternity also disputed a departmental clarification that reportedly described the circulating video as AI-generated and fabricated, claiming that Wani and other officials present had confirmed its authenticity.

“More disturbing is the department’s subsequent attempt to dismiss the circulating video as AI-generated and fabricated. The video is authentic, as testified by the officer herself and other officials who were present during the virtual meeting,” the statement said.

It sought an inquiry into both the incident and the subsequent clarification, protection against retaliatory action and disciplinary proceedings against Ranjan.

The JKAS fraternity demanded a public apology and called for safeguards against workplace intimidation and the misuse of authority.

Ranjan is also under the scanner in a CBI investigation into alleged irregularities in the issuance of arms licences in J&K. A disproportionate assets case was registered against him and his family members last year.
