The Election Commission of India (ECI) has managed to collect almost 75% of the enumeration forms under the ongoing special intensive revision (SIR) in poll-bound Biharmaking significant progress even as two weeks are still left for the deadline of July 25.

As of 6 pm on Friday, in just 17 days, the ECI has collected 5.87 crore enumeration forms out of 7.90 crore voters registered till June 24.

The SIR is in the second phase, under which booth-level officers (BLOs) are going house to house to assist the electors and collect their filled enumeration forms, the poll body announced on Friday.

“Field level functionaries including 38 DEOs (district election officer), EROs (Electoral Registration Officer) covering all 243 Assembly Constituencies and 963 AEROs (Assistant Electoral Registration Officer) are regularly supervising the progress of SIR,” the ECI said.

Parties sought voter list cleansing

The revision, in addition to regular annual updating, came in light of the increasing demand of all political parties to cleanse the electoral rolls based on eligibility conditions such as residence, age, and Indian citizenship in the recent past.

Many ineligible persons have been able to procure the voter cards, as neither had intensive revision been conducted periodically since 2004 nor were eligibility documents readily available. Therefore, sources say, in case of complaints and objections by any elector or political party, it becomes difficult to look into such complaints in a rational manner.

Digitisation and uploading of enumeration forms progressing smoothly

Working in accordance with the SIR guidelines, BLOs have successfully digitised and uploaded 3.73 crore enumeration forms through the BLO App/ECINet, out of the total enumeration forms collected by them so far.

“Today, a new module has been implemented in ECINet for the verification of the uploaded forms by the AERO/EROs,” the ECI added.

Close to 98,500 BLOs and other election officials are working tirelessly to complete the exercise in time, the poll body said.

Over 4 lakh volunteers are also supporting the elderly, persons with disabilities (PwD), the sick, and vulnerable populations, along with the 1.56 lakh proactive force of booth-level agents (BLAs) who have been appointed by all recognised political parties. The poll body has credited all these for the collection of 74.39% enumeration forms.

The Election Commission of India is aiming to release the draft electoral roll for Bihar on August 1 and the final version by September 30.

The term of the Bihar assembly is ending in November, and the elections are likely to be held before that.
