The most serious female crisis in Afghanistan
Afghan women are facing the most difficulties after the Taliban returns to power. According to a 2024 report by Human Rights Watch, Afghanistan has the world’s most serious women’s right crisis.
According to the UN Women and Care International report released in August 2025, more than 24.3 lakh Afghan refugees have returned from Iran and Pakistan since September 2023, one third of which is women and girls. Difference between Taliban 1.0 and 2.0
The Taliban has made several changes in its strategy this time compared to its previous rule (1996 to 2001). According to Human Rights Watch researcher Faresta Abbasi, the Taliban 2.0 policies are similar to the Taliban 1.0, but their public relations strategy and regional diplomacy are a major change.
At the same time, according to an expert of the Mantra Institute, the Taliban 2.0 foreign policy is more practical, but there is no change in their ideology.
Changes in foreign policy- The Taliban 1.0’s foreign policy was separatist, with emphasis on hardcore Islamic laws. Conversely, the Taliban 2.0 has promoted its diplomatic relations with regional power such as India, China, Iran and Russia.
Use of media- Taliban 2.0 has shown more understanding about the use of media. At the Taliban’s first press conference after the coup in 2021, his spokesperson Jabhullah Mujahid spoke of women’s rights and peaceful rule.
Economic Management- Taliban 2.0 has tried to keep itself financially stable. According to a 2023 report by Brookings, the Taliban stabilized Afghan currency, reduced inflation and promoted exports.
In contrast, the Taliban 1.0 had less attention to economic development. The government was mainly dependent on poppy cultivation and border tax for income.
