President Macron had appointed Michel Barnier as Prime Minister only 3 months ago.
In France, the government of PM Michel Barnier, formed 3 months ago, fell on Wednesday. No-confidence motion against PM Barnier’s government passed in the French Parliament. Now he will have to submit his resignation to President Macron along with his entire cabinet.
This is the first time in the 62-year history of France that a Prime Minister is losing power due to a no-confidence motion being passed in Parliament.
331 votes were cast in favor of the no-confidence motion presented by the leftist NFP alliance in Parliament, while only 288 votes were enough to pass the motion.
Conservative leader Barnier, who was appointed just 3 months ago, may resign on Thursday. He will be considered the Prime Minister who ran the government for the shortest period in the history of France.
Barnier had said in his last speech before the no-confidence motion – It is an honor for me to serve France and the French.

Barnier was the negotiator of Brexit on behalf of the European Union. He was appointed Prime Minister by Macron on 5 September.
Why no-confidence motion against Barnier, 5 points…
- No single party has a majority in the National Assembly, the lower house of the French Parliament. There are 3 parties in this. Macron’s centrist Alliance, the leftist alliance New Popular Front and the rightist party National Rally.
- The leftist New Popular Front and the rightist National Rally are currently in opposition. These two are usually against each other, but both the parties came together in the no-confidence motion.
- Recently Barnier had presented a new budget. In this he decided to increase taxes.
- In France, normally the budget can be passed after voting in the National Assembly, but Barnier got the budget passed and implemented without voting.
- The leftist New Popular Front and the rightist National Rally united in protest against this. He brought a no-confidence motion against Barnier, which also passed.
Macron will now have to choose a new PM
According to the Constitution of France, after Barnier’s resignation, Macron will have to appoint a new PM, because elections were held in France only in July 2024. In such a situation, elections cannot be held till July 2025. At present no single party has majority in the National Assembly. Due to this, political instability may increase further in France.
Barnier was the negotiator of Brexit in the European Union.
- Barnier, 73, comes from Haute-Savoie, an alpine region of France. He was the main negotiator in the talks regarding Britain’s separation from the European Union.
- Barnier first became an MP at the age of 27, and later held roles in several French governments, including Foreign Minister and Agriculture Minister.
- Before being appointed Prime Minister, he was away from French politics for 15 years. He spends most of his time at the European Union’s headquarters in Brussels.

The members of the National Assembly are elected by the general public, while the members of the Senate are elected by the members and officials of the National Assembly.
In France, elections for the President and the National Assembly are held separately. In such a situation, even if a party does not have majority in the Parliament, the leader of that party can win the presidential election. The same happened with Emmanuel Macron in the 2022 elections. He won the presidential election, but his coalition did not get a majority in the National Assembly.
