Dilip Khedkar, father of trainee IAS officer Pooja Khedkar, who is embroiled in controversies over her UPSC selection, has filed an anticipatory bail plea in a Pune court. The police are searching for him in connection with threatening farmers over a land dispute. Dilip is currently absconding.

In this case, Dilip Khedkar’s wife Manorama was arrested on Thursday (18 July). Manorama was hiding in a lodge in Raigad district. She also had a boy with her, whom she said was her son. Pune’s Judicial Magistrate Court has sent Manorama to police custody till 20 July.

Dilip-Manorama accused of threatening farmer with pistol

In fact, after a video surfaced on social media, a case was registered against 7 people including Pooja’s parents on July 11. In this video, Pooja’s mother Manorama was seen threatening a farmer by showing a pistol. Police said that this video is of June 4, 2023.

The Khedkar family has a dispute with farmers over some land in Dhadwali village of Mulshi tehsil in Pune. Regarding this dispute, Manorama was threatening 65-year-old Pandharinath Pasalkar with a pistol, the video of which has now surfaced.

After the video went viral, the farmer filed a case against 7 people including Dilip Khedkar and his wife Manorama. Apart from the Arms Act, the police have registered a case under sections 307 (attempt to murder), 144 (unlawful assembly armed with deadly weapons), 147 (rioting) and 506 (criminal intimidation) of the IPC.

Farmer Kuldeep Pasalkar alleged that the Khedkar family tried to take over his land with the help of bouncers and threatened him.

However, the Khedkar family claims that they had bought 25 acres of land in Mulshi tehsil of Pune. A part of it was occupied by farmers. Due to this, Manorama reached there with her security guards and threatened the farmers with a pistol. In the viral video, Manorama said that the land is in her name.

Demand for open inquiry against Puja’s father Apart from the land dispute, Puja’s father and retired officer Dilip Khedkar is getting embroiled in a disproportionate assets case. Pune Anti Corruption Bureau said on Wednesday (July 17) that it has received a complaint demanding an open inquiry against Dilip Khedkar.

In this case, Pune ACB has sought instructions from ACB headquarters as investigation is already underway against Dilip Khedkar in the disproportionate assets case in ACB’s Nashik division.

Pooja Khedkar, a 2023 batch IAS officer, is under investigation for her conduct during her selection through disability and other backward class (OBC) quota in UPSC and her appointment to the Pune Collector’s Office.

Amidst the controversy, the central government has stopped the training of Pooja Khedkar on Tuesday (16 July). She has been called back to the Civil Service Training Institute LBSNAA in Mussoorie before 23 July. Pooja will remain there till the investigation is completed.

The committee of the central government called for certificates of worship
The committee of the Central Personnel Ministry has also started taking action against Pooja. According to the Indian Express report, the committee has called for Pooja Khedkar’s OBC non-creamy layer and disability certificates.

District Collector of Ahmednagar and Divisional Commissioner of Nashik will submit both the certificates and their reports. At the same time, a report has been sought from the RTO and the police regarding the allegations including installing red-blue lights on a personal Audi car.

Pooja filed a harassment case against Pune Collector
Pune District Collector Suhas Divase was the first to complain about Pooja Khedkar’s conduct. After this, Pooja was transferred from Pune to Washim. Pooja called the police to her Washim residence on July 15 and filed a complaint of harassment against Suhas Divase.

The doctor said- Pooja’s certificate is not fake
Pooja has given UPSC exams many times. For this she has submitted different disability certificates. According to the Indian Express report, Pooja has also been issued a disability certificate from Ahmednagar District Hospital. The civil surgeon of the hospital had confirmed that the certificate issued to Pooja is not fake.

This certificate mentions Pooja’s mental illness and myopic degeneration in both eyes. The report of this certificate has been submitted to the Ahmednagar District Collector. He is sending this report to the Divisional Commissioner of Nashik.

Pooja’s other disability certificate showed that she had 7% disability.
In the certificate issued from Yashwantrao Chavan Memorial (YCM) Hospital, Pune on 24 August 2022, he was declared to be 7% disabled. According to the UPSC rules, 40% disability is required for selection from the disabled quota.

YCM Dean Rajendra Wabale said on July 16 – 7% means that there is no major disability in the body. Pooja’s case is related to locomotor disability i.e. difficulty in walking. Pooja had also given wrong address in this certificate.

Pooja is also accused of tampering with her name and age
More revelations have been made in the case of Pooja’s UPSC fraud. It has come to light that Pooja had also changed her name and age to increase her UPSC attempts. Pooja has different names in the two applications of 2020 and 2023 filed by her in the Central Administrative Tribunal (CAT).

In her 2020 application, Pooja had given her name as ‘Khedkar Pooja Diliprao’ and her age as 30 years. Whereas, in her 2023 CAT application, she gave her name as ‘Pooja Manorama Dilip Khedkar’ and her age as 31 years. The question is being raised that how can her age increase by just one year in a gap of three years.

Actually, in UPSC, general category candidates are allowed to appear for the exam 6 times till the age of 32. Whereas OBC category candidates can appear for the exam 9 times till the age of 35. According to sources, Pooja has appeared for the civil services exam a total of 11 times.
