After the formation of the government in Jammu and Kashmir, the process of returning home of Kashmiri Pandits is going to start afresh. For this, a list of 4600 families has been prepared. Of these, efforts are being made to ensure the return of about 175 families in the next three months under the first phase. This campaign will be run jointly by the Union Home Ministry and the State Government.
According to Home Ministry sources, this time an attempt has been made to keep the blue print prepared for the process of return of Kashmiri Pandits practical.
At first the homecoming was kept in full swing. That is, those who have been displaced and have moved out should return to their original place in Kashmir along with their families and belongings.
There was talk of providing them financial help, job, security and other facilities to settle in Kashmir. But this experiment of complete withdrawal could not be very successful.
It is believed that under this exercise, 175 families will return to the valley in the first phase. The Central and State Governments will make special arrangements to ensure their safety and necessary facilities.

Displaced Kashmiri Pandits will be called migrant Kashmiris
- According to a Home Ministry official, at present a list of 4600 such families has been prepared. This time the complete return of Kashmiri Pandits to their homes has been relaxed. Instead of displaced people, they have been placed in the category of migrants. That is, such displaced people who are out for work or employment, education.
- The new scheme includes handing over the ownership rights of their ancestral house in the valley, 100 per cent financial assistance (jointly by the central and state governments) for necessary repairs of the house, name and address of natives in electricity and water meters and digital mapping of land and property. This includes handing over certificates etc.
- Displaced Kashmiri Pandits who want to return will have the facility to continue working where they are currently working, but on holidays or festivals, attend events at the homes of relatives and friends in the same manner as Migrants from other states do.
4600 families living in different parts of the country According to a Home Ministry official, at present a list of 4600 such families has been prepared, who are living in different parts of the country after migrating from the valley. They will continue to be kept in the category of displaced people, but through a by-law they will be given migrant status.
That is, those who are originally residents of the valley and are out of the state for work, but keep coming to their homes every year or two. The state government will try to create such an environment at the panchayat and ward level that the Kashmiri Pandits who return home get all the facilities and support from their neighbors and the local administration, which the non-Pandits living there are getting.
