Actually, Pooja had challenged the decision of UPSC to cancel her selection. In the hearing on August 28, Pooja told the Delhi High Court that UPSC has no right to take action against her.

Delhi Police had sought more time to consider Pooja’s reply and file a new status report. After this, Justice Subramaniam Prasad directed the police not to arrest Khedkar pending further proceedings.

UPSC cancelled her selection on 31 July and also barred her from appearing in any exam in future. After examining the documents, UPSC found Pooja guilty of violating CSE-2022 rules. The commission had also registered a case with Delhi Police.

Pooja said- UPSC has no right to take action against me
On August 28, Pooja had told the Delhi High Court that UPSC has no right to take action against her. Pooja said that UPSC has verified my identity through biometric data (head and fingerprints) collected during the personality tests of 2019, 2021 and 2022. All my documents were verified by the commission in the personality test on 26 May 2022.

In this hearing, the Delhi High Court had granted interim bail to former IAS officer Pooja Khedkar from arrest. Justice Subramaniam Prasad had said that the Delhi Police wants to file a new status report in this case, so the hearing of Khedkar’s interim bail plea is postponed till September 5.

Pooja is accused of giving exam more times than the prescribed limit
A candidate from the Divyang category can appear for the exam 9 times. The general category is allowed to give 6 attempts. Pooja is accused of giving wrong age, changing surname, giving wrong information about parents, taking advantage of reservation in a wrong way and giving civil services exam more times than the prescribed limit. Pooja got 841st rank in CSE-2022. Trainee IAS Pooja of 2023 batch was training in Pune since June 2024.

On Wednesday, the police filed a status report in the High Court
Delhi Police filed a new status report in the Pooja Khedkar case in the Delhi High Court on Wednesday (September 4) and informed that suspended trainee IAS Pooja Khedkar had submitted two disability certificates, out of which one certificate is suspected to be fake.

Delhi Police said in this status report that we investigated the documents submitted by UPSC. It was revealed that Pooja Khedkar had submitted two disability certificates (multiple disability) during the Civil Services Examination- 2022 and 2023, which according to her (Pooja) were issued by the Medical Authority of Ahmednagar, Maharashtra.

The police got both these certificates investigated by the Ahmednagar Medical Authority. The authority said- ‘According to our civil surgeon’s office records, Disability Certificate (Multiple Disability) Number MH2610119900342407 was not issued by this authority. Therefore, there is a possibility that this disability certificate has been forged.’

Pooja had told the High Court- I am 47% disabled
On August 30, Pooja had filed a reply in the Delhi High Court that to get reservation in the UPSC exam, it is necessary for the candidate to be 40% disabled. I am 47% disabled. Therefore, only my attempts in the UPSC exam in the disabled category should be counted.

She said that she has a certificate from a hospital in Maharashtra, which confirms that her old ACL (anterior cruciate ligament) has been torn and her left knee is unstable. Pooja said that she has given 12 attempts for the civil services exam. Out of these, 7 attempts were from the general category. Pooja requested to ignore all the seven attempts from the general category.

Controversy related to Pooja’s disability certificate

  • In the disability certificate, Pooja Khedkar’s address was written as ‘Plot No. 53, Dehu Alandi Road, Talawade, Pimpri Chinchwad, Pune’. However, there is no house at this address, but a factory named Thermoverta Engineering Company. Pooja’s Audi which was seized was registered in the name of this company.
  • As per government norms, Aadhaar card is mandatory for making a disability certificate, but ration card was used in Pooja’s certificate.
  • After getting selected in UPSC through disabled quota, many disability certificates of Pooja have come to light. Pooja Khedkar had submitted two disability certificates issued by Ahmednagar District Civil Hospital to UPSC in 2018 and 2021.
  • Pooja had taken several appointments for medical examination in Delhi to confirm her disability certificate, but later she submitted the report prepared in a private hospital to UPSC.
  • Yashwant Rao Chavan Memorial (YCM) Hospital has clarified that there was no mistake in making Pooja Khedkar’s locomotor certificate. Pooja was shown to have 7% locomotor disability in the certificate. The hospital is run by Pimpri Chinchwad Municipal Corporation.
  • In an affidavit given to UPSC, Pooja had claimed that she is mentally challenged and also has problems in seeing. Pooja had refused to take the medical test 6 times, whereas it is mandatory to take the medical test.
  • According to several media reports, Pooja’s first medical test was scheduled at Delhi AIIMS in April 2022. She refused to attend it citing being Covid positive.

Pooja’s 4 arguments against UPSC’s action

  • Action under the All India Services Act, 1954 and Apprentice Rules can only be taken by the DoPT (Department of Personnel and Training), as per Rule 19 of the CSE 2022 Rules.
  • There has been no change in his name or surname from 2012 to 2022, nor has he provided any wrong information about himself to the UPSC.
  • UPSC had verified the identity through biometric data. The commission has not found any document to be duplicate or fake.
  • All the data including educational certificate, Aadhar card, date of birth and personal information are made correct in the Detailed Application Form (DAF).

UPSC had said- Pooja was given time twice, but no reply came

  • Pooja broke the rules: UPSC said that a show cause notice (SCN) was issued on July 18 for appearing in the civil services exam more than the prescribed limit by changing identity. It said that Pooja had to give her reply by July 25, but she sought time till August 4 to collect the necessary documents for her reply. The commission said, she was again given time till 3:30 pm on July 30, but she did not respond.
  • 15,000 data checked, not sure how many attempts Pooja gave: Due to Khedkar’s case, UPSC examined the data of more than 15,000 recommended candidates from 2009 to 2023. It was found that no other candidate except her had given more attempts than the prescribed number of attempts under the CSE rules. The case of Miss Pooja Manorama Dilip Khedkar was unique. She had appeared in the exam several times by changing not only her name but also the names of her parents, so the UPSC’s Standard Operating Procedure (SOP) could not detect the number of her attempts. UPSC is in the process of strengthening its SOP further, so that such cases do not happen again in future.

How Pooja’s case came to light; she reached office in an Audi car with red light and threatened a senior officer
Pooja was undergoing training as a trainee officer in Pune. During this time, she was accused of demanding privileges. A complaint was also lodged against her of occupying the chamber of a senior officer. She got a red light and a plate of ‘Maharashtra Government’ installed on her personal Audi car.

Pune District Collector Suhas Divase had complained against Pooja, after which she was transferred to Washim. After this, when the matter was investigated, it was found that she had also used fake documents to get selected in UPSC. After this, when the investigation against her started, many revelations were made.
