US President Donald Trump is expected to sign the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 on Friday, a White House official confirmed to YEARS.
The bill, which has already cleared the US Senate, was passed by the House of Representatives in a 262-159 vote on Wednesday. It now awaits Trump’s signature.
The legislation gives the US President powers to impose sanctions on Russia and levy steep tariffs on countries that continue to buy Russian oil and gas. India and China, among the largest buyers of Russian crude, could face additional tariffs of up to 100 per cent under the law.
India’s exposure to the new tariffs, however, will depend on the rates ultimately announced by Washington, as well as the products covered and the implementation timeline, the Global Trade Research Initiative (GTRI) said.
India imports more than 88 per cent of its crude oil needs. Russia supplied crude worth $7.27 billion to India in July 2026, accounting for 51.1 per cent of the country’s total crude imports that month.
The US remains India’s largest trading partner, with Indian exports to the US reaching $42.8 billion during April-August 2026-27.
