Prime Minister Narendra Modi stood at the centre of the BRICS family photograph on Sunday, flanked by Chinese President Xi Jinping and Russian President Vladimir Putin as leaders of the grouping came together on Day 2 of the summit in New Delhi.
The photo-op came on a significant day for the 11-member bloc, with leaders overcoming earlier differences over the West Asia conflict to unanimously adopt the New Delhi Declaration.
“No member has raised any objection. The New Delhi Declaration 2026 is adopted unanimously,” PM Modi had said while announcing the consensus on Saturday.
BRICS Leaders Come Together After Earlier Deadlock
The agreement marked a breakthrough after BRICS foreign ministers failed to reach consensus on a joint statement during their meeting in New Delhi in May.
At the time, Iran, Saudi Arabia and the United Arab Emirates were divided over the war that began with US-Israeli strikes on February 28.
The leaders, however, were able to agree on a common statement on Saturday after diplomatic efforts by host India.
India is chairing BRICS in 2026 under the theme “Building for Resilience, Innovation, Cooperation and Sustainability”.
What BRICS Said On West Asia
The New Delhi Declaration expressed concern over the continuing escalation in the Middle East.
“We express deep concern over the continued escalation of tensions in Middle East/West Asia,” the joint statement said, adding that countries should “exercise maximum restraint, as well as avoiding actions that could further aggravate the situation”.
Xi Jinping, who joined Modi, Putin, Iranian President Masoud Pezeshkian and other leaders at the summit, said the Middle East war “does not serve the common interests of the international community”.
Pezeshkian attended the summit after saying the region did not need the United States to act as a “regional policeman”. He also met Abu Dhabi Crown Prince Khaled bin Mohamed bin Zayed Al Nahyan on the sidelines of the summit.
Terrorism, Tariffs And Sanctions Also Figure In Declaration
The declaration strongly condemned terrorism in all its forms, including cross-border terrorism, terror financing and safe havens.
“We reaffirm our commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing and safe havens,” the document said.
It specifically condemned the April 22, 2025, terror attack in Jammu and Kashmir and reiterated support for zero tolerance towards terrorism and accountability for those responsible.
The bloc also raised concerns over unilateral tariff and non-tariff measures.
“We voice serious concerns about the rise of unilateral tariff and non-tariff measures which distort trade and are inconsistent with WTO rules,” the declaration said.
It reaffirmed support for a WTO-centred multilateral trading system and called for the restoration of a fully functional two-tier dispute settlement mechanism, including appointments to the Appellate Body.
BRICS members also opposed unilateral coercive measures.
“We condemn the imposition of unilateral coercive measures that are contrary to international law,” the declaration said, adding that such actions “undermine international law and the principles and purposes of the UN Charter.”
The declaration also flagged illicit financial flows linked to narcotics offences, firearms trafficking, terror financing and organised crime, calling for stronger cooperation to intercept such funds.
