The United States has increased scrutiny of work opportunities for international students, creating fresh uncertainty for those who depend on internships and post-study employment. A federal memo issued on August 24 has specifically warned universities about Curricular Practical Training (CPT), while separate changes to the H-1B visa system are also affecting the career plans of foreign students.
CPT allows students on an F-1 visa to take up internships, practicums and other practical training linked to their academic programme. The latest notice warned universities to ensure that CPT approvals follow federal rules. According to Reuters, institutions that fail to comply could risk losing their certification to enrol international students.
The Student and Exchange Visitor Program (SEVP), which operates under US Immigration and Customs Enforcement (ICE), said it had noticed an increase in CPT approvals that may not meet the requirement that the training be an integral part of an established curriculum.
New CPT guidelines
The new guidance has prompted some universities to review or pause certain CPT applications. The University of California, Berkeley has stated that some applications might not be processed immediately, although CPT linked to degree requirements would continue, reported Indian Express.
The move has also brought attention to “Day 1 CPT”, where students seek CPT soon after starting a programme. The latest guidance does not abolish CPT or create a new visa category. Instead, it signals stricter enforcement of existing rules.
What is the difference between CPT and H-1B?
CPT and H-1B are different. CPT is available to eligible F-1 students during their studies, while the H-1B visa allows US employers to hire foreign workers for specialised jobs.
For many students, these are connected steps. They may use CPT during their course, apply for Optional Practical Training (OPT) after graduation and later seek H-1B sponsorship from an employer.
Changes in H-1B system
The H-1B system is also facing changes. The US Department of Homeland Security has proposed making a $103,265 fee for new H-1B visas permanent. The administration has also introduced enhanced screening and proposed giving greater preference to highly skilled and highly paid workers.
According to US government data, 71 percent of H-1B applications approved in fiscal year 2024 were for employees born in India. This means that any major changes to the H-1B system could impact Indian workers more than those from other countries. Indian professionals working in IT, engineering, finance, and other specialised jobs could be particularly vulnerable.
